Project Manager (Federal Geospatial Programs)

Location: Remote (U.S.-based)

Position Overview

Essnova is seeking an experienced Project Manager to lead a federal geospatial and marine minerals support program. The selected candidate will oversee multidisciplinary technical teams, manage project schedules and risks, coordinate deliverables, and serve as the primary interface with government stakeholders.

The ideal candidate has demonstrated experience managing federal geospatial programs, executing performance work statement (PWS)-driven contracts, and ensuring compliance with Department of the Interior (DOI) IT and security requirements.
Key Responsibilities
  • Lead execution of all contract tasks and coordinate project activities across technical teams
  • Develop and maintain project management plans, quality control plans, work plans, and related artifacts
  • Manage project schedules, milestones, risks, and resource allocation
  • Oversee delivery of monthly, quarterly, and annual contract deliverables
  • Conduct post-award meetings and support contract startup activities
  • Serve as the primary point of contact for the Contracting Officer's Representative (COR) and program stakeholders
  • Coordinate recurring project meetings, status updates, and reporting requirements
  • Maintain organizational charts and personnel documentation
  • Ensure compliance with DOI IT, security, and reporting requirements
  • Lead multidisciplinary teams supporting geospatial, database, data integration, and analytical activities
Training & Outreach Leadership Responsibilities

In addition to program management responsibilities, this role will serve as the Training & Outreach Lead for the program. The selected candidate will develop and maintain training plans, facilitate stakeholder engagement activities, coordinate webinars and hands-on instruction, and ensure technical workflows are translated into accessible user guides and program documentation.

Key training and outreach responsibilities include:
  • Develop and maintain annual training plans and schedules
  • Facilitate internal and external webinars, workshops, and stakeholder briefings
  • Produce user guides, quick reference materials, and updates to program documentation
  • Translate complex geospatial and technical workflows into clear, actionable guidance for end users
  • Coordinate with the BOEM COR and stakeholders to identify training needs and communication priorities
  • Support outreach initiatives and ensure timely dissemination of program updates and educational materials
  • Promote knowledge sharing and adoption of geospatial tools, processes, and best practices across the program


Requirements
Required Qualifications
  • Bachelor's degree in Project Management, GIS, Geography, Information Systems, Engineering, Environmental Science, or a related field
  • Demonstrated experience managing federal geospatial programs and multidisciplinary technical teams
  • Experience executing PWS-driven federal contracts
  • Strong knowledge of project scheduling, risk management, and quality management processes
  • Familiarity with Department of the Interior (DOI) IT and security requirements
  • Experience managing federal reporting, stakeholder engagement, and program deliverables
  • Excellent written and verbal communication skills
  • Ability to obtain and maintain a NACI/Public Trust clearance
Preferred Qualifications
  • PMP certification
  • Experience supporting BOEM, DOI, NOAA, USGS, or other federal agencies
  • Background managing GIS, environmental, or scientific data programs
  • Experience leading geographically distributed technical teams
  • Familiarity with marine resources, geospatial systems, or natural resource management programs
