Project Manager, Engineering Change (EC)

The United States Coast Guard (USCG), The Surface Fores Logistics Center (SFLC), Ice Breaker, Buoy and Construction Tender Product Line (IBCTPL), Engineering Branch, is responsible for the management of Engineering and Logistics for all assigned assets.

R&K has an opportunity to provide the USCG with logistics support services to include Maintenance Development, Maintenance Analysis, System Engineering Lifecycle (SELC) Engineering Change (EC) Development and Administrative Support, Configuration Management Data Management, Provisioning, Supply and Discrepancy Support.

Title: Project Manager (EC)

Location: Baltimore, MD, Hybrid (with potential for remote flexibility)

Duration: Permanent/Full-Time

Clearance: Tier 1 (NACI) Investigative Clearance/Background

Start Date: Anticipated start date Sept. 27th, 2026, contingent upon award.

Duties:

  • Contractor shall provide support to assist the IBCTPL ENG-SES2 Section with System Engineering Life Cycle (SELC)/Engineering Change (EC) and other PL Engineering Administrative tasks as directed by the COR. Technical background in shipboard engineering equipment and systems is preferred. Contractors must have experience using Microsoft Power Point, Microsoft Word, Microsoft Excel, Microsoft Project, Microsoft Office 365 Suite, Microsoft Teams and SharePoint.
  • Coordinate and build an Integrated Project Team (IPT) to support the three phases of an engineering change (EC) IA W Joint Surface Engineering Change (EC) Process Guide, CGTO-PG-85-00-900-G or equivalent.
  • Assist in the execution of System Engineering Technical Reviews (SETRs) to support development and deployment of the EC.
  • Maintain Engineering Change Projects files IAW current SFLC Processes, and the SFLC Knowledge Library or applicable IT tool.
  • Develop and update accordingly the Scope, Schedule and Cost for each engineering change using SFLC Knowledge Library or applicable IT tool.
  • Draft and prepare the Project Management Plan (PMP) for Product Line Manager (PLM) approval.
  • Prepare documents necessary for Project Decision Events (PDEs) required to move engineering change projects through each phase of the process.
  • Draft Prototype Packages for Product Line Management review and signature.
  • Shall coordinate and track Engineering Change documents incorporating deliverables that address all surface fleet Elements of Logistics within the System Support Plan (SSP).
  • Shall complete other Engineering Administrative tasks to move Engineering Change projects from Phase O project initiation through Phase III Deployment in the fleet.
  • Shall process and complete Message TCTOs as assigned in accordance with current USCG SFLC Process Guide.

  • Shall complete other PL Engineering Administration support tasks as directed by the COR.

Requirements, Relevant Knowledge and/or Skills Required:

  • Working knowledge of Microsoft Office applications and standard office equipment.
  • Ability to demonstrate knowledge of all preferred systems.
  • Physically capable of validating equipment in a shipboard environment which may include climbing stairs and ladders, transiting tight spaces, working in extreme heat, etc.
  • Ability to effectively communicate with all team members, internal and external Coast Guard personnel and work in a team environment, collaborating with others to solve problems and develop innovative solutions often working with a diverse group of people that are geographically dispersed.
  • Ability to clearly speak, read, and write in American English using proper grammar and punctuation. Oral and written communication skills to prepare complete, logically arranged, and legally defensible technical documents for incorporation into contracts are essential. This task involves speaking to a wide variety of people both internal and external to the Coast Guard and in commercial industries that serve the Coast Guard's needs.
  • Working knowledge of varying Coast Guard processes, principles, and tools. These include databases used to review, maintain, and update cutter maintenance records.
  • Required to navigate the following programs to accomplish assigned tasks: FLS, NESSS, CGMS, Web-FLIS, SFLC Knowledge Library App, SMDP, Haystack, Electronic Routing tools, and STIPffiMS. Additional programs or applications may be identified to correctly complete duties.
