Job Description
Primary Focus
The Project Manager, Construction Design & Asset Management (CDAM), is responsible for planning, design, execution, and closeout of capital and operating projects supporting Enbridge's workplace, operational, and field facilities portfolio. The Project Manager ensures projects are delivered safely, on schedule, within budget, and in accordance with approved scope, quality standards, governance requirements, and business objectives.
The role acts as the primary representative for project delivery, coordinating internal stakeholders, external consultants, contractors, and service providers throughout the project lifecycle. The Project Manager balances operational requirements, customer needs, regulatory compliance, asset performance, and financial stewardship while supporting the goals of REWS and the business units served.
Specific Accountabilities
Project Leadership & Delivery
Lead the planning, design, procurement, construction, commissioning, and closeout of assigned capital and O&M projects.
Develop project charters, scope documents, schedules, budgets, risk registers, and execution plans.
Ensure projects satisfy business requirements, operational constraints, asset strategies, and workplace standards.
Monitor project performance and proactively manage scope, schedule, cost, quality, and risk.
Coordinate project activities with business unit representatives to minimize operational disruptions.
Facilitate project meetings and provide regular status updates to stakeholders and leadership.
Financial Management
Develop and manage project budgets, forecasts, cash flows, commitments, and accruals.
Monitor expenditures and identify potential cost overruns or savings opportunities.
Prepare funding requests, business cases, change requests, and supporting financial analyses.
Ensure appropriate financial governance, reporting, and documentation requirements are maintained.
Design & Construction Management
Manage architects, engineers, consultants, contractors, and vendors throughout the project lifecycle.
Review design solutions for compliance with technical standards, operational requirements, and lifecycle value considerations.
Coordinate permit acquisition, inspections, commissioning activities, and project turnover.
Ensure construction activities are completed safely and in accordance with contractual requirements.
Risk, Compliance & Governance
Identify, assess, document, and manage project risks and mitigation strategies.
Ensure compliance with corporate governance processes, regulatory requirements, building codes, and applicable standards.
Escalate significant project issues, risks, or deviations requiring management intervention.
Maintain complete project records and support audit and regulatory requirements.
Safety Leadership
Promote a strong safety culture aligned with Enbridge HSSE expectations.
Ensure contractors and consultants comply with site-specific safety requirements.
Participate in project safety reviews, inspections, incident investigations, and corrective action processes.
Stop work and escalate concerns when unsafe conditions or practices are identified.
Stakeholder Management
Build and maintain effective relationships with business partners, facility operators, workplace stakeholders, and functional support groups.
Influence decision-making through clear communication, risk identification, and solution development.
Resolve project issues through collaboration and stakeholder alignment.
Support change management, occupancy planning, move coordination, and project turnover activities.
Asset Management Support
Support facility condition assessments and asset renewal programs.
Recommend capital investments that improve reliability, lifecycle performance, operational readiness, and cost effectiveness.
Ensure project outcomes align with long-term asset management strategies and portfolio objectives.

Supervisor, CDAM; Business Unit and Operations Leaders; Facilities Management; Real Estate & Workplace Services; Engineering and Technical Services; Finance; Supply Chain; Legal; HSSE; and Information Technology.
External
Architects and engineers; general contractors; specialty consultants; municipal authorities; regulatory agencies; furniture and workplace vendors; landlords; and property managers.
Qualifications
Education
Bachelor's degree in Engineering, Architecture, Construction Management, Project Management, Facilities Management, or a related discipline.
Project Management Professional (PMP) designation is considered an asset.
Professional Engineering, Architectural, or equivalent professional designation is considered an asset.
Experience
Seven or more years of project management experience involving construction, renovation, workplace, infrastructure, facility, or asset-related projects.
Experience managing capital budgets, schedules, procurement, contracts, and contractor performance.
Demonstrated success delivering multiple concurrent projects in complex operational environments.
Experience working within stage-gate governance and regulated industries is considered an asset.
