Full Job Description
SpecPro Sustainment and Environmental (SSE) is seeking a Laurel, Maryland-based(Facilities) Project Manager to support the U.S. Secret Service campus in Laurel, MD. This position is intended for local hires residing in the Laurel, MD area as working on-site is required.

This position leads a construction project. This individual is responsible for the oversight of all construction efforts at a large project site. Requires limited supervision and general direction and independently applies advanced techniques to complex assignments. Viewed as a fully competent, experienced professional.

Duties/Responsibilities:
  • Provides oversight of construction-related activities for contracts.
  • Supports Contracting Officer's Representative (COR) by performing all project management tasks.
  • Provides the day-to-day project management for construction and service projects. Tasks include coordination with customers and schedule and design reviews.
  • Develops solutions to construction problems or existing conditions encountered in the field.
  • Reviews contractor submittals for contract conformance.
  • Aids the contracting officer or COR throughout the acquisition phases of the project to include answering offerors questions; attending/participating in site orientation visits; attending/participating in joint contractor/government meetings.
  • Drafts technical responses to any change orders.
  • Prepares statements of work and cost estimate for new contracts and contract modifications.

Required Skills/Abilities:
  • Must be a U.S. citizen-required.
  • Current Secret clearance required before employment
  • Exceptional understanding of design and construction practices, codes, and techniques
  • Ability to read and understand engineering and architectural drawings and specifications
  • Ability to plan, coordinate, and execute complex design and construction projects
  • Strong oral and written communication abilities required.

Education and Experience:
  • Four-year degree in construction management, civil engineering, or related field or equivalent combination of technical training and/or experience required.
  • Project Management Professional (PMP) certification or other project management certification highly desirable
  • Minimum of 20 years of project management experience on commercial or Government construction projects required.
  • Project management experience on projects over $50 million required.

Work Location:

Work location will be the J.J. Rowley Training Center (JJRTC), 9200 Powder Mill Road, Laurel, MD approximately five days per week. Some travel may be required to project locations between the JJRTC, the National Capitol Region, and the Federal Law Enforcement Training Center at Glynco, GA

Physical Requirements:
  • Site visits to construction sites will be required. Some of the sites may have rough terrain or unstable site conditions such as mud or uneven terrain.
  • Ability to perform desk work for extended periods, including sitting and using a computer.

  • Requires sufficient vision, hearing, and manual dexterity to perform related tasks.

Work Environment:
  • Primarily operates in a temperature-controlled office setting with frequent use of electronic office equipment.
  • May visit operational and construction sites, potentially encountering extreme temperatures, airborne particles, fumes, chemicals, or loud noises.
