Remote work is authorized under this contract; however, at CBO's discretion, contractor employees may be required to work on-site at CBO facilities without reimbursement for related travel or expenses.

Position Summary: The Project Manager / BPA Program Manager serves as the single overall point of contact responsible for the overall administration of the contract and all associated task orders, coordinating tasks, deliverables, and personnel; reports to CBO and conveys information back to the Contractor and its personnel. The PM (or Alternate) has full authority to act for the Contractor on all matters and is available during required hours.
Key Responsibilities:
- Project Initiation & Planning - collaborate with stakeholders to define needs and objectives.
- Requirements Gathering - translate business requirements into technical solutions and implementation plans.
- Resource & Budget Management - assign tasks to Contractor personnel and forecast labor burn rate.
- Execution & Monitoring - oversee daily progress, manage schedule, ensure quality standards are met.
- Risk Management - identify potential issues and implement mitigation strategies.
- Stakeholder Communication - act as liaison between Contractor technical teams and the COR/executive leadership.
- Overall contract/task-order administration; designate an alternate; provide day-to-day supervision of contract personnel (work assignments, performance monitoring, coverage, payroll, leave) - contract personnel are never supervised by CBO
Required Qualifications:
- Ability to communicate, orally and in writing, with senior-level executives.
- Ability to meet critical deadlines.
- Expertise in the execution and oversight of major federal IT programs.
- 5 years of program management experience.
- Able to quantify specific, detailed information for recommendations in written and verbal formats.
- Working understanding of IT and Cybersecurity capabilities.
- Strong verbal and written communication to deliver clear, concise status across multiple concurrent activities; strong attention to detail.
- Ability to define requirements and prepare task proposals, including budget and schedule development.
- Experience with project management tools; experience developing policies, procedures, and work instructions.
- Ability to identify, assess, and mitigate technical and project-related risks; ability to assess deliverables against client requirements
Education:
- Bachelor's degree in an IT-related field
Certification:
- PMP, or a minimum of 10 years of experience
