The position exercises independent judgment in directing and coordinating project activities to ensure contractual requirements are met while providing management oversight of, rather than personally performing, specialized engineering, construction, installation, testing, and disposal activities.
  • Provide overall program, administrative, and functional management for the CONUS RADOME Replacement and Sustainment Documentation effort, including coordination of personnel, subcontractors, schedules, deliverables, resources, and Government requirements.
  • Serve as a primary management interface with the Program Manager, Government representatives, project stakeholders, subcontractors, vendors, and other organizations supporting contract performance.
  • Plan, organize, direct, and monitor project activities to ensure contractual requirements, milestones, deliverables, and Government-established deadlines are satisfied.
  • Develop, maintain, and monitor integrated project schedules and internal milestones; identify schedule dependencies, potential delays, and resource constraints and coordinate corrective management actions as appropriate.
  • Conduct periodic reviews of project scope, schedule, cost, performance, and contractual requirements and recommend adjustments necessary to maintain successful contract performance.
  • Identify, assess, track, and manage programmatic risks and issues, including schedule, cost, supply-chain, documentation, permitting, coordination, and performance risks; develop and monitor mitigation and corrective-action plans.
  • Lead recurring project meetings, briefings, teleconferences, videoconferences, site coordination meetings, and other communications with Government and contractor stakeholders; document decisions, action items, responsibilities, and required follow-up.
  • Coordinate and monitor the work of technical personnel, subcontractors, vendors, and other subject-matter experts responsible for RADOME removal, manufacture, construction, installation, testing, disposal, and other specialized technical activities. Provide management oversight and coordination of these activities without personally performing skilled trade, construction, engineering, installation, testing, or disposal work.
  • Coordinate contract deliverables and documentation, including COTS manuals, technical data packages, training materials, spares listings, DMSMS life-cycle management data, quality assessment reports, and other required program documentation, ensuring appropriately qualified personnel complete required technical products.
  • Coordinate with responsible technical personnel and the Government Technical Order Management Agent (TOMA) regarding identification, development, revision, review, approval, and delivery of affected drawings, Interface Control Drawings (ICDs), maintenance manuals, Technical Orders (TOs), Interactive Electronic Technical Manuals (IETMs), and related technical documentation.
  • Manage and coordinate development and delivery of required operator and maintenance training materials, media, and system documentation by appropriately qualified personnel.
  • Oversee administrative and programmatic activities associated with initial spares, warranties, maintenance agreements, software licenses, DMSMS planning, and other sustainment requirements.
  • Coordinate development of OPIR Site Integration Standard (OSIS) packages, scheduling requests, meetings, stakeholder inputs, action-item resolution, and required Government approvals.
  • Monitor permitting and approval activities performed in support of the project, including construction permits, FAA notifications, base requirements, and other required approvals, and track such actions through successful closure.
  • Maintain management oversight of project quality and contract compliance by reviewing deliverables, schedules, status information, and performance results and coordinating resolution of identified deficiencies with personnel responsible for technical execution.
  • Coordinate project closeout and acceptance activities, including tracking completion of required documentation, training, permits, spares, maintenance agreements, inventory transition, Government acceptance requirements, disposition documentation, and required contractual closeout submissions.
  • Coordinate and interface with Government organizations, subcontractors, vendors, and other companies supporting the effort; facilitate information exchange, schedules, meetings, NDAs, dependencies, and resolution of cross-organizational issues.
  • Oversee maintenance of project records and configuration-management documentation, including stakeholder/POC information, change-coordination records, meeting information, ICD continuity-file materials, status reports, and required performance-period summaries.
  • Ensure project personnel comply with applicable contract requirements, security procedures, base installation requirements, documentation requirements, and established Government and company processes.
  • Exercise independent judgment in prioritizing project activities, resolving programmatic issues, allocating and coordinating resources, recommending corrective actions, and escalating matters that materially affect cost, schedule, quality, contractual compliance, or customer requirements.
  • Report project status to the Program Manager, including schedule and milestone performance, deliverable status, cost and resource considerations, risks, issues, Government actions, subcontractor performance, and matters requiring management attention or escalation.

Payrate: $119,000 Annually

REQUIRED QUALIFICATIONS AND EXPERIENCE:

  • Bachelor's degree in business, management, engineering, science, or related field.
  • 15+ years of professional experience, including 10+ years of demonstrated program, project, or operational management experience.
