Work Arrangement: Onsite- Based out of Washington, DC, Wilmington, DE or Philadelphia, PA

Job Summary

Under the direction of the Program Manager, Mid-Atlantic Division, the Project Manager is responsible for delivery and execution of assigned complex capital projects and/or programs, with multimillion dollar cost impacts and multi-year delivery schedule on behalf of Amtrak for the ongoing State of Good Repair (SOGR) of assets within the Mid-Atlantic Division (MAD). This position provides project management experience and expertise to high impact projects/programs across multiple Engineering Divisions/Disciplines.

The Project Manager is responsible for delivery of a defined portion of the Mid-Atlantic Division's State of Good Repair (SOGR) program, aligned to either the Structures and/or Facilities portfolio(s). This role will own and manage a portfolio of moderate complexity, multi-year engineering construction projects and/or programs in an active railroad operating environment and is accountable for program-level scope, schedule, budget, risk, and stakeholder coordination.

Essential Functions

  • The role requires inter-department coordination and regular analytical reporting of project status, risks, issues, cost, and schedule performance to the senior management as well as project team members.
  • Plan the delivery of overall projects and its activities in accordance with the mission and the goals of Amtrak. Manages the overall execution of project/program to ensure strict adherence to budget, schedule, and scope.
  • Prepare budget cost estimates, schedules with suggested phasing necessary to support projects, and other project management documentation collaborating closely with internal and external stakeholders for necessary communication and resource engagement.
  • Develop detailed project schedules, maintain, and track project progress, identify, and manage dependencies, assess changes to project scope, schedule, and costs, and manage project changes through established governance processes.
  • Identify and document project/program issues and risks, monitor progress of mitigation actions, establish, and maintain effective relationships with internal and external resources and key stakeholders, and monitor vendor delivery timelines.
  • Provide regular status reports and conduct presentations to stakeholders of Capital Delivery, Project Delivery and IMCS Division/Production leadership and senior management to review budget, scope, schedule, and production units.


Minimum Qualifications

  • Bachelor's degree in Engineering, Construction Management, or related field required OR equivalent combination of training, education and relevant experience may be considered in lieu of a degree.
  • 5+ years of relevant experience preferred
  • 3 years prior relevant experience required.


Preferred Qualifications

  • Railroad industry experience
  • Experience with structures, bridges, heavy civil, facilities, or electrical infrastructure.
  • PMP certification, or the ability to obtain such within 12 months of hire. Any job offer will require PMP certification within 12 months. Strong project management skills with prior experience managing medium complexity projects involving multiple departments
  • Knowledge of BMWE labor agreements, FRA Regulations, MW1000 and NORAC.


Knowledge, Skills, and Abilities

  • 3-5 years of construction project or program management experience.
  • 3-5 years of experience in planning, design, and/or construction of capital projects in a railroad, transit, aviation, highway, maritime, utility, military, or other operating environment.
  • Experience delivering projects in active operating environments with constraints such as live rail operations, maintenance coordination, and access limitations.
  • Experience with or working knowledge of railway systems
  • Prior experience working in transportation, utility, or similar industry
  • Civil/Structural/Mechanical Engineering/ Structures or Facilities construction or construction project management experience
  • Demonstrated knowledge and experience in reviewing engineering plans
  • Demonstrated knowledge and experience in PC-based word processing, spreadsheet, and presentation software (e.g. Microsoft Office (Word, Excel, Visio, PowerPoint, MS Project) sufficient to prepare effective business analyses and presentations.
  • Must be able and willing to qualify on all safety rules and procedures and travel to project sites across the assigned territory and access the project sites safely and in compliance with all safety rules. Project sites are in a field environment, exposed to the elements, and require walking on loose ballast, bridges, railroad tracks (with proper protection), and on other sub-optimal walking surfaces.
  • Frequently travel to and visit project sites in all weather conditions as well as on nights and weekends as project schedules necessitate.
  • Valid Driver's License.

The salary/hourly range is $78,600.00 - $101,844.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position.
