OVERVIEW

Assignment

This contract Project Manager 3 assignment will work within the Customer Support Services (MS) organization at *** (BPA). The role of the Project Manager is to facilitate business projects supporting various Customer Support Services. The Project Manager in this assignment will serve as a point-of-contact, collaborating with the BPA manager, team members, and business stakeholders to plan project stages and assess business implications for each stage as well as monitoring progress and reviewing controls to assure deadlines, standards, and targets are met.

Organization

The Customer Support Services organization provides Load Forecasting and Analysis, Customer Contract Management and Administration, Customer Billing, Customer Metering Services, BPA policy direction, governance, and oversight of BPA's customer (non-Supply Chain) contracting services, and interfaces with front office organizations. Customer Support Services provides overall business management and integration for customer service systems.

ASSIGNMENT RESPONSIBILITIES

Note: All official drafts, documents and recommendations, as listed below, must be reviewed, finalized and approved / accepted by appropriate BPA manager or other federal personnel with the authority to do so.

Facilitate manager assigned medium to large sized projects from inception to conclusion and in accordance with PMI-based methodology, industry standards, best practices, and internal skill development: Draft project plans, resource strategies, and funding estimates as required to advance each assigned project.

This includes planning project phases and assessing business implications for each phase.

Facilitate a defined original project scope and obtain authorization for changes to the project cost, schedule, or performance.

Forecast and recommend appropriate project resources to fulfill project needs, which must be provided by appropriate BPA performance managers.

Assist the BPA manager in coordinating activities and provide recommendations for allocating team members to project tasks.

Support the project team through the project management process by creating, communicating, and coordinating the project plan.

Assist in facilitating the team process, the interpersonal process by which individuals develop as a team.

Monitor the project schedule, alerting the BPA Manager to any changes to or delays in the schedule.

Monitor and review the project budget for funding and alerting the BPA manager of any budget concerns if applicable.

Plan, coordinate, and facilitate activities for designated projects to verify that goals or objectives of the projects are accomplished within the prescribed timeframe and funding parameters.

Coordinate and facilitate implementation of projects daily regarding scope, budget, schedule, and quality.

Provide the BPA manager with regular updates on assigned projects.

Provide recommendations for reallocating resources or modifying schedules to realign the project plan.

Draft regular status reports, final reports, or deliverables and generate lessons learned.

With approval of the BPA manager, issue final reports and act on lessons learned.

Maintain consistent communication with the project sponsor, performance managers, and clients on project progress vs the plan.

Engage with the business unit and IT teams as needed to facilitate the tasks and activities of the team, understand the business needs, dependencies on other initiatives, and assist BPA management in deploying solutions.

Mark documents and maintain filing system(s), files, emails, and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes.

Alert the BPA manager of obstacles or work with the sponsor or performance managers to remove obstacles so that the team can complete the project.

Schedule and facilitate team meetings.

Coordinate activities of sub-teams as directed by the BPA manager.

Allocate time in the project plan for the project team to attend all recommended training.

Project Manager must take a proactive stance on risk management:

Immediately halt the activity or process when in doubt (i.e. violating BPA policies, vendor/project performs outside of executed contract/task order. Work with proper channel (i.e. COR/CO) to ensure the individual or team member, including the vendor involved if applicable, understands not to proceed further until clarity is achieved.

Analyze and identify areas of risk and obtain appropriate guidance from BPA manager or Contracting Officer.

Maintain issue, risk, and action logs.

Coordinate revised project requirements, milestones, and deliverables.

Develop and recommend contingency plans to minimize or eliminate risks on an ongoing basis.

Draft regular status reports, final reports or deliverables and generate and act on lessons learned.

Support change management and business analysis activities as needed for the projects.

REQUIREMENTS

Education & Corresponding Experience (required on matrix)

Bachelor's degree in computer science, information technology, business administration, engineering, or a related technical field is preferred.

10 years of direct work experience is required with a bachelor's degree.

14 years of direct work experience is required without a degree or applicable degree.

Experience must include direct work experience in project management capacity, including all aspects of process development and execution, including strong familiarity with project management software

Required Technical Skills & Experience (required on matrix)

10 years of demonstrated project management experience, to include:

Fundamental operation, function, and workflow of a project management system regarding timelines, dependencies, deliverables, milestones, and resources.

Use of industry standard methods and tools for managing schedules, dependencies, resources, funding, and development of technical specifications and project plans.

Coordinating or running multiple projects simultaneously.

Working knowledge of System Life Cycle (SLC) principles.

Demonstrated experience with Visio flowcharts.

Demonstrated experience with Microsoft Project or similar project management software.

Preferred Skills & Experience (optional on matrix)

Project Management Professional (PMP) certification.

Experience in iterative development (e.g. Agile, Scrum, Lean, Six Sigma).

Experience in a government or utility organization.

Change Management experience.

Demonstrated experience to facilitate story development with product owner, manage project backlog, facilitate sprint planning sessions, and manage task burndown.

Attendance at all conferences, workshops, training, etc. must be pre-approved by SLMO. Requests will be reviewed on a case-by-case basis. Approval is subject to the most current guidance provided to SLMO by BPA or DOE and is subject to change at any time. SLMO reserves the right to negotiate attendance on billable/non-billable hours and reimbursement of travel costs with the supplier. Reimbursable travel costs must adhere to the Federal Travel Regulations and be submitted via an expense sheet in Fieldglass.

Decision Making

CFTE may provide input and recommendations to decision-makers.

Only appropriate federal personnel may make decisions which obligate BPA resources or to a specific course of action.

Direction & Control
(directing BFTE)

CFTE are not permitted to direct the actions of federal employees (BFTE) or have any control or input into their performance.

Work of BFTE must be assigned by federal manager, supervisor, Program / Resource manager or another appropriate designee.

Disposing Govt. Property

All decisions regarding the disposal of BPA property must be made by appropriate federal personnel; and all property dispositions must be directed and controlled by the Investment Recovery Center (IRC).

Dissemination of Agency/Policy Information / Training

All training and any information that is to be disseminated must be either 1) per established policy, process, procedure, or practice; or, 2) reviewed, finalized and approved by appropriate BPA federal personnel.

Inspection / IT Testing

Processes and procedures must ensure Federal personnel review inspection findings and CFTE recommendations before acceptance or rejection of material(s) / item(s).

HR Support

CFTE may assist with HR functions per established procedures, processes and guidelines (e.g., timekeeping).

All work products must be reviewed and finalized by appropriate federal employees.

Policy Development

BPA's process for Policy development includes multiple levels of federal review prior to acceptance / adoption.

Interpretation of Policy/Regulations

Only BPA federal employees may determine the applicability and interpretation of regulations.

CFTE are not permitted to "interpret" regulations for or on behalf of BPA. Regulations are interpreted by federal personnel and communicated via standards, guides, policies and processes.

Representing BPA

Contract workers are required to identify themselves and their employer in signature blocks, in introductions and have a nameplate outside their cubicle.

CFTE must receive written VP approval to represent BPA at outside events, such as workshops, seminars or conferences.

NON-CRAFT HIRING SAFETY TRAINING MATRIX

Purpose:

The Contract Full Time Equivalent (CFTE) Hiring Safety Training Matrix is a hazard assessment for CFTE personnel routine tasks. It is intended to set a common understanding on training requirements between the CFTE personnel and the *** (BPA) managers/supervisors. BPA Requesting Managers should complete this form and coordinate with BPA Supplemental Labor Office during the procurement process to ensure the CFTE position includes a list of required trainings associated with identified tasks, conditions, and exposures. Each task, condition, and exposure indicate which training courses are required, who shall provide those trainings, and when those trainings shall occur.

This form is intended only as a reference document for contractors.
