Full Job Description
HGA is seeking a Project Engineer to support the execution of a major capital construction project involving multiple engineering firms, equipment vendors, and construction contractors. This position will serve as an Owner's engineering and project execution representative for assigned systems, areas, or work packages and will coordinate technical interfaces, engineering deliverables, procurement activities, field execution, project controls, commissioning, and turnover.
The Project Engineer will support project execution from detailed engineering through construction, commissioning, turnover, and closeout, with responsibility for resolving technical issues and maintaining alignment with approved scope, cost, schedule, quality, safety, and operability objectives.

Primary Responsibilities

  • Serve as the Owner's Project Engineer for assigned systems, areas, or work packages.
  • Coordinate engineering interfaces, scope boundaries, design inputs, deliverables, priorities, and technical decisions across multiple engineering disciplines.
  • Coordinate civil, structural, mechanical, piping, electrical, instrumentation, architectural, and utility interfaces as applicable to assigned project scopes.
  • Review engineering deliverables, equipment vendor documentation, technical submittals, drawings, specifications, QA/QC documentation, and construction work packages.
  • Manage technical queries, RFIs, design clarifications, field changes, and engineering issues through resolution.
  • Support constructability reviews, 3D model reviews, and coordination of field-driven design changes.
  • Support procurement activities including technical requisitions, bid packages, vendor evaluations, technical submittals, vendor meetings, and long-lead equipment coordination.
  • Provide field engineering support during construction, including site walkdowns, installation verification, constructability reviews, and resolution of field installation constraints.
  • Coordinate with construction contractors to resolve conflicts involving piping, structural, electrical, instrumentation, paving, drainage, underground utilities, and other site infrastructure.
  • Support mechanical completion, punch-list resolution, commissioning, startup readiness, system turnover, and project closeout activities.
  • Coordinate with project controls and project management to monitor project progress, cost, schedule, procurement status, risks, and milestone completion.
  • Identify schedule and cost impacts associated with technical issues, field conditions, procurement delays, and project changes and support recovery planning.
  • Participate in applicable safety, constructability, PHA/HAZOP, commissioning, and operational readiness activities.
  • Coordinate with operations, maintenance, reliability, E&I, environmental, safety, commissioning, and other project stakeholders to support successful system turnover and facility acceptance.
  • Maintain project records, technical documentation, action items, status reporting, and information required for as-built documentation and project closeout.
Qualifications & Requirements

  • Bachelor's degree in Mechanical, Chemical, Civil, Electrical, or other applicable Engineering discipline from an ABET-accredited university preferred. Construction Management or equivalent technical background may be considered with applicable industrial project experience.
  • 3+ years of engineering, project engineering, or project execution experience in chemical, petrochemical, refining, oil & gas, power, or other heavy industrial environments preferred.
  • Experience supporting detailed engineering and/or construction on major capital projects.
  • Experience coordinating with engineering firms, EPC organizations, equipment vendors, and construction contractors.
  • Field or in-plant experience with demonstrated understanding of constructability, installation constraints, operability, and maintainability.
  • Working knowledge of engineering deliverables, construction execution, procurement, project controls, RFIs/submittals, and change management.
  • Experience with Microsoft Office required.
  • Familiarity with Primavera P6, document management systems, engineering deliverable tracking, RFI/submittal management, and major-project execution tools preferred.
  • Ability to work in an industrial construction environment and participate in field walkdowns and construction progress monitoring.
  • Ability and willingness to work alternative shifts/schedules as required during startup, shutdown, commissioning, inspections, or other critical project activities.
  • Ability and willingness to climb stairs and ladders and work outdoors in an industrial construction environment as required.
  • Ability to acquire and maintain a Transportation Worker Identification Credential (TWIC) preferred/required based on project assignment.
