Key Responsibilities:
• Provide leadership and direction for assigned TIF-related infrastructure projects.
• Ensure all projects align with Village priorities, policies, and development goals.
• Monitor project performance, timelines, budgets, and deliverables.
• Lead project initiation phases including project scoping, feasibility studies, and planning assessments.
• Identify risks, constraints, and opportunities during early development stages.
• Develop project frameworks to guide successful execution.
• Prepare and manage Requests for Proposals (RFPs) and Requests for Qualifications (RFQs).
• Oversee the full municipal procurement lifecycle, ensuring compliance with applicable laws and regulations.
• Evaluate proposals, support selection processes, and recommend vendor awards.
• Source, onboard, and manage external consultants, engineering firms, and professional service providers.
• Act as the primary liaison between the Village and third-party stakeholders.
• Ensure quality, accountability, and timely delivery from all vendors.
• Serve as the Owner's Representative across multiple capital improvement or infrastructure projects.
• Coordinate cross-functional teams including Village staff, consultants, and contractors.
• Drive project milestones and ensure seamless communication across all stakeholders.
Required Qualifications:
• Bachelor's degree in civil engineering, Community Development, Urban Planning, Project Management, or related field (Master's preferred).
• 10+ years of professional experience in infrastructure projects, public works, or community development.
• Proven experience working in both Public-sector (municipal/government roles) and Private-sector consulting or engineering firms
• Strong knowledge of municipal/government procurement processes (mandatory and most critical requirement)
• Demonstrated experience managing the RFP/RFQ lifecycle
• In-depth understanding of public funding programs, including TIF projects
Preferred Qualifications:
• Professional certifications such as:
- PMP (Project Management Professional)
- Familiarity with Illinois municipal regulations and procurement laws.
