Full Job Description
Role description:

In this role, you will lead the project controls function for major Design-Build transportation pursuits and projects. You will provide consistent oversight across planning, scheduling, estimating, forecasting, change management, and financial reporting, ensuring project teams have the information needed to make timely, commercially sound decisions. Working closely with Project Managers and Operations Managers, you will support both proposal development and project execution by developing pricing, schedules, and performance insights that enable successful delivery. This position reports to the Major Projects Commercial Director.

Role accountabilities:
  • Project controls leadership: Lead the project controls function across pursuit and project execution, establishing and maintaining schedule and cost baselines that support disciplined delivery.
  • Scheduling and planning: Work closely with internal teams to develop and maintain high-quality CPM schedules in Primavera P6, ensuring scope, dependencies, constraints, and key risks are accurately reflected.
  • Estimating, forecasting, and reporting: Drive consistency in cost estimating, forecasting, earned value, progress reporting, and performance metrics to support timely project management and stakeholder decision-making.
  • Commercial and client support: Represent Arcadis in client discussions related to schedule and pricing proposals, helping secure balanced, practical, and commercially sound outcomes.
  • Risk, change, and claims support: Review complex RFPs and support Commercial teams with dispute resolution, claims assessment, and identification of scope, schedule, cost, and contractual risks.
  • Team development: Mentor team members and delegate project controls tasks effectively to build redundancy, capability, and growth opportunities across the project controls team.

Qualifications & Experience:

Required Qualifications:
  • Bachelor's degree in Civil Engineering, Finance, Construction Management or related field.
  • 10 or more years of in the field of design-build projects.

Key Skills/Attributes
  • Ability to independently lead the project controls function across multiple pursuits and active projects.
  • Strong written and verbal communication skills, with the ability to clearly explain schedule, cost, risk, and performance information to project teams and leadership.
  • Demonstrated understanding of state DOT and Federal Highway Administration requirements for major transportation programs.
  • Ability to analyze program delivery data and translate it into actionable insights that help keep projects and programs on track.
  • Ability to recruit, manage, mentor, and develop project controls managers, project engineers, and project support staff.

Preferred Qualifications:
  • Demonstrated understanding of state DOT and Federal Highway Administration requirements for major transportation programs.
  • Professional license or accreditation in the field of engineering, project controls, or management.

Actual salaries will vary and are based on several factors, such as experience, education, budget, internal equity, project and location.
