Full Job Description
Roles & Responsibilities:
Provide overall program and contract management for the Microsoft Power Platform Operations & Maintenance (O&M), Development, and Project Management Support services, ensuring successful execution of all contractual requirements.
Lead project planning and execution by developing and maintaining project plans, integrated schedules, work breakdown structures (WBS), milestones, resource plans, and delivery timelines for multiple concurrent initiatives.
Manage Agile project delivery by facilitating Sprint Planning, Sprint Reviews, Sprint Retrospectives, backlog prioritization, release planning, and coordination between business and technical teams.
Oversee program governance and stakeholder engagement by serving as the primary liaison with the DOI COR & OCIO Mission Systems by providing regular status updates and executive briefings.
Monitor project performance by managing scope, schedule, budget, resources, deliverables, risks, issues, dependencies, and action items while ensuring compliance with contractual Service Level Agreements (SLAs).
Coordinate cross-functional teams to ensure successful delivery of operational support and system enhancements.
Ensure compliance with Federal and DOI governance requirements, including FISMA, NIST SP 800-53, Section 508, Privacy Threshold Assessments (PTA), Privacy Impact Assessments (PIA), and Microsoft Government Community Cloud (GCC) policies.
Oversee release management and operational readiness, coordinating User Acceptance Testing (UAT), production deployments, change management activities, documentation updates, and transition of new Power Platform applications into operations.
Prepare and maintain program management artifacts, including project status reports, executive dashboards, risk and issue logs, decision logs, portfolio reports, Standard Operating Procedures (SOPs), and other contract deliverables.
Utilize project management and collaboration tools including Microsoft Project, Azure DevOps, Microsoft Teams, Microsoft 365, SharePoint, Power BI, Microsoft Power Platform, Microsoft Dataverse, and Microsoft Entra ID to support planning, reporting, collaboration, and portfolio management.
Minimum Qualifications:
US Citizen
Bachelor's degree in Business Administration, Project Management, Information Technology, or a related field.
Minimum 10 years of experience managing enterprise IT programs or technology projects.
Minimum 5 years of experience leading managing Microsoft Power Platform solutions (Power Apps + Power Automate + Dataverse) in a multi-application environment
Demonstrated experience managing applications deployed in Microsoft Government Community Cloud (GCC) environment
Demonstrated experience in project planning, risk management, budget oversight, schedule management, and executive reporting.
PMP or equivalent Project Management certification.
Preferred Qualifications:
Experience supporting Federal Government IT programs within the Department of the Interior (DOI).
Experience supporting business processes such as travel request management, approval workflows, or administrative form-based systems within enterprise applications
Experience managing Microsoft Power Platform or Microsoft 365 enterprise application modernization programs.
PMI Agile Certified Practitioner (PMI-ACP), Certified ScrumMaster (CSM), Professional Scrum Master (PSM), ITILae 4 Foundation certifications.
Knowledge of FISMA, NIST SP 800-53, FedRAMP, Section 508, PTA/PIA processes, and Microsoft Government Community Cloud (GCC) and Federal IT governance.
