Full Job Description
Computer Technologies Consultants (CTC) is seeking a Program/Project Manager to support the Federal Mediation and Conciliation Service (FMCS) headquartered in Washington, DC. This will be a full-time, on-site position.

Job Description:

We are seeking a highly qualified Program/Project Manager (PM) to serve as the primary point of contact and lead technical delivery for the FMCS Application Development and Support Services (ADSS) contract. In this role, you will oversee full lifecycle application development, operations and maintenance (O&M), modernization, and cloud migration initiatives across a complex enterprise ecosystem (centered on Microsoft 365, Azure Government Cloud, and custom .NET applications). As a designated Key Personnel member, you will directly collaborate with the FMCS CIO, Contracting Officer's Representative (COR), and Government Project Managers to ensure all cost, schedule, performance, and compliance requirements are met cleanly and efficiently.

Core Responsibilities:

Contract & Project Management (CLIN 0001)
  • Team Leadership: Supervise and track the contractor team to ensure strict adherence to technical performance, delivery schedules, and cost constraints.
  • Planning & Execution: Develop and maintain a detailed Project Work Plan (PWP) outlining the technical approach for operations, maintenance, modernization, and system enhancements.
  • Requirements & Resources: Lead requirements gathering, build project timelines, and allocate technical resources to active development streams.
  • Government Collaboration: Work directly with the Government PM and COR to manage competing priorities, configuration control, and risk management plans.
  • Meeting Coordination: Attend regularly scheduled bi-weekly and weekly meetings with the COR, CIO, and stakeholders. Deliver comprehensive meeting minutes within two (2) business days.


Operations & Delivery Oversight (CLIN 0002 & CLIN 0003)
  • Agile & DevSecOps Delivery: Ensure all application development, minor enhancements ($
  • Infrastructure & Migration Support: Oversee massive enterprise initiatives, including workload migrations from AWS to Azure Government (GCC Medium), and the modernization of custom .NET/SQL Server case/arbitration management systems.
  • Quality Control: Maintain an industry- and government-standard quality control approach for all source code, technical documentation (run books), and system deployments.


Reporting & Financial Tracking
  • Weekly reporting: Provide a written weekly status report detailing completed activities, upcoming milestones, risk assessments, and recommended mitigation strategies.
  • Monthly Status Reports (MSR): Generate and submit an executive-ready MSR by the 5th business day of each month, tracking system availability, SLA metrics, and project health (R/Y/G).
  • Financial Dashboards: Deliver a Monthly Financial Dashboard mapping planned vs. actual expenditures by CLIN and task, including explicit narrative variance analyses for deviations exceeding 10%.


Required Education, Experience, & Skills
  • Enterprise Experience: Minimum of ten (10) years of experience managing and supporting enterprise-scale IT systems.
  • Cloud Experience: Minimum of five (5) years developing, architecting, or managing workloads in cloud environments (specifically Azure Government Cloud / GCC Medium and AWS).
  • Federal Context: Proven experience supporting federal agency mission-critical IT environments, specifically handling FISMA Medium or higher applications and distributed user populations exceeding 20,000 external/internal users.
  • Ecosystem Knowledge: Strong familiarity with managing teams building solutions on:
  • Microsoft 365 Stack: SharePoint Online, Teams, Power Apps, Power Automate, Power Pages, Power BI, and Dataverse.
  • Custom Development: C#, .NET, SQL Server, PostgreSQL, and open-source stacks (React, Angular, Python, Node.js).


Compliance & Security Mandates
  • Federal Compliance: Demonstrated expertise in maintaining strict compliance with FISMA, NIST SP 800-53, and Section 508 / WCAG 2.0 AA accessibility standards.
  • Zero Trust Guidance: Direct experience aligning federal IT infrastructure with Zero Trust Architecture principles and standard identity controls (per OMB mandates M-22-09, M-25-21, M-26-10).
  • Cybersecurity Support: Deep familiarity supporting Authority to Operate (ATO) processes, Software Bill of Materials (SBOM) generation (OMB M-24-15), and maintaining Plans of Action and Milestones (POA&Ms).


Security Clearance:
  • Must have a Tier 2 (Moderate Risk) Background Investigation (Public Trust)
