Program Manager
ROLE
We need an experienced Program Manager at the Defense Contract Management Agency (DCMA). DCMA recently took over management of the Blue UAS Cleared List, the Department of War's program that vets and approves commercial drone systems as safe and secure for military and government use, from the Defense Innovation Unit. In this role, you will serve as the single point of contact for all matters relating to contract performance, direct a 14 person contractor team supporting Phase 1 of this drone vetting program, develop and maintain a resource loaded Integrated Master Schedule, and coordinate staffing, security, and deliverable activities with the Government. RESPONSIBILITIES
  • Serves as the single point of contact for all matters relating to contract performance
  • Has authority to commit contractor resources and direct contractor personnel necessary to successfully perform this contract
  • Provides day to day oversight of contractor operations and serves as the primary operational liaison between the Government and contractor personnel
  • Provides administrative and technical oversight of all contractor activities to ensure personnel are appropriately trained, aligned, and performing in accordance with contract requirements
  • Maintains records of labor hours worked by contractor personnel and submits monthly labor reports for Government verification prior to invoicing
  • Develops, maintains, and manages a resource loaded Integrated Master Schedule (IMS) to track Blue List milestones, software releases, interagency dependencies, and other contract activities
  • Utilizes Critical Path Method (CPM) analysis to identify schedule risks, recommend corrective actions, and communicate schedule impacts to the Government
  • Monitors overall contractor performance to ensure compliance with contract requirements and Government performance standards
  • Attends recurring program management meetings and coordinates contract execution activities with the Government Blue List Program Manager and CORs
  • Coordinates the preparation, review, submission, and resolution of all contract deliverables
  • Coordinates contractor staffing activities, including onboarding and offboarding personnel, notification of key personnel changes, management of staffing vacancies, and verification of required certifications and security requirements
  • Coordinates administrative activities necessary to support contract performance, including facility access, badging, Government furnished property, security requirements, and authorized travel
  • Maintains and provides recurring management reports and records, including performance status reports, action item logs, and risk and issue logs
  • Identifies risks and performance issues affecting contract execution and communicates significant issues, impacts, and recommendations to the Government

BACKGROUND/REQUIRED EXPERIENCE
  • Bachelor's degree in Business Administration, Management, Systems Engineering, or a related operational field (Master's degree preferred)
  • Minimum of ten (10) years of professional experience in project management, team leadership, and program scheduling, with at least four (4) years directly supporting DoW or federal agencies
  • Active Project Management Professional (PMP) or PMI Scheduling Professional (PMI-SP) certification preferred
  • Demonstrated technical expertise in establishing and maintaining resource loaded IMS utilizing Microsoft Project, Primavera P6, or equivalent enterprise tools
  • Strong interpersonal, communication, and organizational skills, with a proven ability to handle sensitive information with discretion and interface professionally with senior military and civilian leadership

LOCATION
  • San Diego, CA - DCMA Facility

CLEARANCE
  • Active or interim DoW security clearance; favorably adjudicated Tier 3 background investigation required
  • Must be a US Citizen

CLIENT
  • Defense Contract Management Agency (DCMA), Unmanned Systems-Experimental (US-X) command

HOURS
  • 40 hours per week
  • 8 hours per day

COMPENSATION
  • Salary range: $135,000 - $180,000

Other Considerations: This position is W-2 only; no Corp-to-Corp or 1099 candidates. Relocation will not be offered. This position requires access to Department of Justice facilities and systems. As a condition of employment, selected candidates must complete and receive favorable adjudication from a federal government background investigation as required by the U.S. Department of Justice. Individual's primary workstation is located in an office area. The noise level in this environment is low to moderate. Regularly required to sit for extended periods up to 80% of the time; frequently required to move about to access file cabinets and use office equipment such as PC, copier, fax, telephone, cell phone, etc. Occasionally required to reach overhead, bend, and lift objects of up to 10 lbs. Specific vision abilities required by this job include the use of computer monitor screens up to 80% of the time.
