Full Job Description
Meta is seeking an experienced Program Manager to lead specialized risk assessment and business incident response management across Meta's portfolio of products and operations. In this role, you will drive the strategy and execution of complex risk identification, assessment, and mitigation programs, partnering with cross-functional stakeholders to ensure Meta can anticipate, respond to, and recover from high-impact business incidents. You will apply deep subject matter expertise in risk frameworks and incident response methodologies to protect Meta's platforms, users, and business continuity at scale.

Responsibilities

Develop and drive the strategy and roadmap for specialized risk assessment programs, including business incident response frameworks that span multiple product areas and operational functions
• Lead end-to-end management of large-scale risk assessment initiatives, from threat identification and impact analysis through mitigation planning and post-incident review
• Proactively identify emerging risk vectors and systemic vulnerabilities across Meta's business operations, translating findings into actionable mitigation strategies and contingency plans
• Establish and refine incident response playbooks, escalation protocols, and risk governance processes to improve organizational resilience and response readiness
• Partner with engineering, legal, policy, security, and operations teams to align risk assessment outputs with cross-functional priorities and ensure coordinated incident response
• Define and track key risk indicators and incident response metrics, using data-driven insights to evaluate program effectiveness and communicate risk posture to leadership
• Leverage AI-integrated workflows to accelerate risk signal analysis, incident triage, and documentation, improving the speed and quality of risk assessment outputs
• Contribute to organizational risk strategy by synthesizing lessons learned from incidents and assessments into forward-looking improvements to risk management programs
• Serve as a subject matter expert and trusted advisor on business incident response, providing guidance to peers and stakeholders navigating complex or ambiguous risk scenarios
• Facilitate cross-functional tabletop exercises and readiness reviews to validate incident response capabilities and identify gaps before incidents occur

Minimum Qualifications
• 8+ years of experience in risk management, business incident response, or a related program management discipline within a large-scale technology or operations environment
• Experience designing and operationalizing risk assessment frameworks, incident response programs, or business continuity plans across multiple organizational functions
• Experience independently leading cross-functional programs involving legal, policy, engineering, and operations stakeholders, including driving alignment on risk prioritization and mitigation decisions
• Experience developing and communicating risk reporting, incident post-mortems, and strategic recommendations to leadership audiences
• Experience applying structured problem-solving and systems thinking to identify root causes, assess downstream impacts, and implement durable corrective actions in complex operational environments

• Demonstrated ability to integrate AI tools to optimize/redesign workflows and drive measurable impact (e.g., efficiency gains, quality improvements)
