Job Summary
This position is in the Department of Licensing and Consumer Protection. DLCP protects the health, safety, economic interests, and quality of life of residents, businesses, and visitors in the District of Columbia by ensuring code compliance and regulating business. DLCP is responsible for regulating business activity in the District of Columbia. The agency protects consumers, issues business and professional licenses, registers corporations, inspects weighing and measuring devices used for monetary profit, and issues special events permit. This position is within the Office of the Director.
Major Duties
Incumbent plans, organizes, analyzes, evaluates, and controls projects assigned to incumbent through application of program and project management principles, practices, and techniques. Develops plans and schedules, estimates resources requirements, defines milestones and deliverables, monitors activities, and evaluates and reports on accomplishments. Identifies alternative solutions to unique business problems in assigned projects, integrates the work of others as a team or project; and predicts future environments or the impact on future processing. Leads presentations, develops financial reports, gains approval of proposals for new initiatives, and provides effective project management assistance. Guidelines consist of basic administrative policy statements concerning the issue or problem being studied. Incumbent uses judgment and discretion in determining intent and in interpreting and revising existing policy/regulatory guidance for use by others. Incumbent may review proposed regulations which would significantly change the basic character of agency programs, the way the agency conducts its business with the public
or with private industry.
Develops plans and strategies to monitor and evaluate program efficiency and effectiveness based on established goals, outcomes, and benchmarks. Sets performance measures for program area. Analyzes program data and performance measures in relation to agency, local/state and national objectives for the program area. Tracks industry trends, local and regional program area issues, and District policy to ensure integration of program initiatives. Expert knowledge of Federal, State, and local rules and regulations pertaining to assigned agency, division, or program in order to analyze, evaluate, and advise management on the efficiency and effectiveness of programs in the assigned area. Expert knowledge of principles and practices of management, administration, budgeting, training, and personnel management in order to direct and monitor the work subordinates.
WORK ENVIROMENT: The work is sedentary, but there is some walking required.
SPECIAL REQUIREMENTS: Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, the incumbent must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.
This position is designated as "Emergency" pursuant to Chapter 12 of personnel regulations, Hours of Work, Legal Holidays, and Leave.
Tour of Duty: Monday Friday: 8:15 am 4:45 pm; Will require work outside of typical working hours.
Pay Plan, Series, Grade: MS - 0340 -15
Promotion Potential: No known promotion potential.
Collective Bargaining Unit (Union): This position is not covered under a collective bargaining unit.
Position Designation: The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability Security Sensitive.
Residency Preference: When claiming residency preference, you are required, and must agree in writing, to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment. You will be required to present documents (proofs) to show District residency and failure to maintain bona-fide District residency for the seven-year (7-year) period will result in forfeiture of employment
Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
