OverviewTISTA is hiring a Program Manager to support the broader SCM Domain across cross program operations, customer engagement, and the SCM adjacent product lines that fall outside IMM and the core DSO factory. This role serves as the operational glue across the SCM Domain, supporting the VP of SCM Domain in running domain wide operations, capture support, partner coordination, and delivery oversight on smaller or emerging SCM efforts.
This is a high visibility role for a seasoned federal program manager who brings deep VA supply chain customer knowledge, national program experience, and the ability to operate effectively across multiple stakeholders, contracts, and product lines simultaneously. The Program Manager works closely with the SCM DSO Program Director, the SCM Senior Program Manager, and TISTA's Growth, Capture, and Partner teams to ensure the SCM Domain runs cohesively and continues to grow.
Responsibilities
Cross Program Operations and Domain Coordination
- Serve as the operational lead for SCM Domain wide activities, ensuring consistency in delivery practices, reporting, and customer engagement across all SCM programs and product lines.
- Coordinate across the SCM programs and contracts to align schedules, dependencies, resource sharing, and customer communications.
- Support the VP of SCM Domain in preparing executive briefings, domain reviews, monthly business reviews, and quarterly strategy sessions.
- Maintain a domain wide view of risks, issues, decisions, and dependencies, escalating as needed to keep programs aligned and on track.
- Coordinate shared services across the domain, including resource planning, hiring prioritization, onboarding, and knowledge management.
Customer Engagement and Stakeholder Management
- Serve as a senior customer facing point of contact for VA SCM stakeholders across VHA, VA OI&T, VA Procurement and Logistics Office (P&LO), and adjacent VA program offices.
- Maintain trusted relationships with VA program leaders, contracting officers, COR teams, and VHA Supply Chain leadership across the VISNs and supported medical centers.
- Lead day to day customer touchpoints that span multiple SCM programs, including working group participation and stakeholder forums.
- Translate customer priorities, pain points, and political dynamics into actionable input for delivery teams, capture teams, and TISTA leadership.
- Coordinate closely with the SCM DSO Program Director to ensure aligned customer messaging and a no surprises operating principle on shared accounts.
- Represent TISTA at customer meetings, working groups, Industry Days, and stakeholder forums focused on VA supply chain modernization.
Delivery Oversight on SCM Adjacent Programs
- Provide direct program management oversight for smaller, emerging, or adjacent SCM contracts that sit outside the SCM programs.
- Manage scope, schedule, cost, risk, and quality on assigned programs, with monthly reviews to TISTA leadership and customer stakeholders.
- Manage contract execution, deliverables, CDRLs, mods, and compliance for assigned programs.
- Lead small to mid-sized delivery teams, providing direct supervision, performance management, and career development.
- Ensure assigned programs meet customer expectations, contract terms, and TISTA's quality and financial performance targets.
Capture and Growth Support
- Partner with the VP of SCM Domain and TISTA's Growth and Capture teams to identify, qualify, and pursue SCM opportunities across VA and adjacent federal health and logistics customers.
- Surface emerging SCM opportunities through customer engagements, conference activity, partner conversations, and ecosystem awareness gained during day to day domain operations.
- Provide customer intelligence and operational insight into capture activities, including pain points, modernization priorities, sequencing constraints, stakeholder dynamics, and competitive positioning.
- Provide qualification input grounded in customer reality, including what the customer needs, what is solvable, where TISTA has the right past performance, and where partner gaps exist.
- Participate in customer engagements, ITDs, Industry Days, and pre RFP discovery sessions as the SCM operational and customer voice.
- Contribute to win themes, solution shaping, technical narratives, past performance, management approach, staffing plans, and transition plans.
- Participate in color reviews (Pink, Red, Gold) as a delivery and SCM domain voice.
- Support Orals preparation and rehearsals as a presenter or coach.
- Support transition planning and execution as new SCM contracts are won, leveraging delivery and customer experience to set transition teams up for success.
Partner and Ecosystem Coordination
- Build and maintain relationships across the SCM partner ecosystem, including platform vendors, prime integrators, and niche specialists, in coordination with the SCM Domain VP and Capture leadership.
- Validate partner fit, capability, and readiness from an operational perspective before teaming agreements are finalized.
- Coordinate partner activities across SCM programs to maximize ecosystem value and minimize delivery friction.
Domain Knowledge Management and Asset Development
- Maintain and continuously improve the SCM Domain's reusable operational asset library, including past performance write ups, resumes, technical narratives, graphics, lessons learned, and customer facing materials.
- Capture lessons learned from delivery and capture activities and feed them into future pursuits and program improvement.
- Mentor capture, proposal, and delivery staff entering the SCM space, growing TISTA's internal SCM bench.
- Contribute to thought leadership and external positioning, including white papers, customer engagements, conferences, and industry events focused on federal supply chain.
Qualifications
- 8+ years of federal program and project management experience, with direct experience supporting VA or other federal health supply chain programs.
- Proven experience managing or supporting national scale programs with broad stakeholder reach, including VA Central Office, VHA, and field facility coordination.
- Experience managing federal contracts and budgets, including burn rate, deliverables, CDRLs, mods, and compliance.
- Demonstrated ability to operate across multiple programs, customers, and stakeholders simultaneously.
- Strong customer engagement skills, with the ability to build trusted relationships at multiple levels of a federal customer organization.
- Experience contributing to capture and proposal activities, including technical narratives, past performance, and color reviews.
- Ability to obtain and maintain a VA Public Trust clearance.
Preferred
- Direct VA program experience in supply chain, procurement, logistics, or related domains (P&LO, IFCAP, GIP, Prosthetics, HTM, Pharmacy, Sterile Processing, Nutrition and Food Services).
- Experience with VA procurement actions, contracting processes, and procurement operations at scale.
- Familiarity with VA modernization programs (EHRM, FMBT, VALIP, EAM/CMMS, ITAM) and how they intersect with SCM.
- PMP, PgMP, FAC P/PM, or DAWIA certification.
- Working knowledge of SAFe Agile delivery practices.
- APMP, Shipley, or equivalent capture and proposal certification
- Experience supporting program transitions, recompetes, and new contract starts.
- Existing relationships within VA OI&T, VHA Supply Chain, P&LO, or VA acquisition leadership.
