Position Summary
The Hanford Field Office (HFO) requires support for the Tank Waste Operations (TWO) and Waste Treatment, and Immobilization Plant (WTP) project controls division. In this role, the Program Manager provides expert oversight and analysis for major capital projects, supporting cost, schedule, and baseline performance through Earned Value Management (EVM), risk assessment, contractor oversight, and corrective action recommendations. Advises leadership on project performance, proposal reviews, and mitigation strategies to maintain alignment with project objectives.
Key Responsibilities
- Provides extensive specialized knowledge to major capital projects, programs, or tasks.
- Consults on major organizational, technical, or financial issues and assists in problem-solving.
- Support HFO with baseline-integrity/vulnerability assessment analysis and mitigation; change proposal review and analysis; critical external oversight events; assessment and surveillance support; and review invoice evaluations.
- Ability to visualize, analyze, and convert current performance challenges into accurate future projections that can be confidently used to initiate productive dialogue with the Contractor aimed at establishing effective mitigation actions.
- Provide Project oversight for capital projects in accordance with Earned Value Management (EVM) principles.
- Develop and communicate recommended corrective actions to WTP AM to recover cost and schedule and maintain alignment with the established baseline.
- Assist with high-level proposal reviews by analyzing data and providing recommendations to HFO.
Experience & Qualifications
- Bachelor's degree in engineering, science, or business management. Eight years of experience may be substituted for a BS/BA degree.
- At least fifteen (15) years of directly applicable successful experience consulting or contributing on complex capital projects, preferably on the WTP capital project.
- Experience with researching and navigating complex federal regulations.
- Experience providing project controls and/or estimating support directly to HFO.
- Expert level with Microsoft 365.
- Familiarity with, or ability to quickly learn and utilize, various technology management tools used at Hanford.
- Proficient in DOE's program management practices, policies, and procedures.
- Exceptional communication skills.
