Position Overview
QinetiQ US is looking for a dynamic Program Manager to join our fast-paced team to support Office of the Under Secretary of War (Policy) (OUSW(P)). The Program Management Office’s mission is to provide outstanding strategic management and services in support of OUSW Policy's mission through being committed to the pursuit of excellence, transparency, and accountability.
The PM will be responsible for providing complete oversight and management of the Policy Management & Operations Specialized Services (PMOSS) contract staff, as well as the overall execution of the contract. The ideal candidate will have previous Program Manager or Project Manager experience managing DOW contracts.
Responsibilities
- The PM shall provide on-site leadership, supervision, and management of contract personnel; working with the TMs to create an efficient and effective PMOSS team across the OUSD(P) organization; addressing issues that affect timely and effective delivery of services; and serving as a single point of contact for the COR and TMs.
- The contract manager or alternate shall be available between 8:00 a.m. to 5:00 p.m., Monday thru Friday except Federal holidays or when the Government facility is closed for administrative reasons.
- On a monthly basis, design, create, conduct, analyze results from, make recommendations based on, and present, either orally or in written form, research, surveys, metrics, statistical reports, studies, and other investigative tools to the most senior levels of the DoD, the Federal Government, and Congress.
- On a monthly and quarterly basis, edit, write, coordinate, collect comments for, and update briefings, memorandums, letters, reports, studies, instructions, directives, or other written documents as required
- Monthly, design, create, and lead training across members of OUSW(P). Training and presentation methods may include individual desk-side, live group, printed guides and materials, and computer-based videos.
- Schedule, prepare materials for, facilitate, and attend weekly meetings as required. Coordinate the complete in-processing of all individuals on the contract. This includes, but is not limited to escorting as required, ensuring they receive their CAC and computer access in a timely manner, ensuring sufficient office space is set up, and ensuring they get acclimated to the team and requirements of the contract.
- Provide monthly and quarterly reporting on contract performance, deliverables, major accomplishments, future activities, personnel changes, personnel team structure chart, and issues for discussion.
- Ensure all areas awarded under the contract are staffed in a timely manner with appropriately qualified staff.
- Provide overall management of any sub-contractors. Implement an integrated team approach for delivery of services.
- Ensure the development, maintenance, and implementation of Standard Operating Procedures for all task areas.
Required Qualifications
- A bachelor’s degree. If the proposed employee does not have a bachelor’s degree in a business management, program management, or national security field, this requirement will be met if the proposed employee has a master’s degree in a business management, program management, or national security field. In addition, the candidate must possess:
- Twelve years (12) years of organizational project management experience, including requirement gathering, design, implementation, and ongoing program management.
- Five (5) years of senior level DoW management experience in environments similar to OSW components at the Under Secretary level.

Preferred Qualifications
- A Master’s degree in a field directly related to business management, program management, or national security.
- Ten (10) years of senior level organizational project management experience in OSW or Military Service components.
- Project Management Professional (PMP) Certification
Pay Transparency
The salary range for this role is $120,000 -$150,000 USD. The salary range provided is a good faith estimate representative of all experience levels.
