Job Description

You run the program that keeps the information systems behind the nation's emergency medical stockpile working and moves them to the cloud: a team of about thirty across operations, development, data quality and warehouse integration, one plan, one budget, and a customer who expects every milestone met. Full time, W-2, based in Fairfax, Virginia with some telework, starting October 2026.
What you will do
  • Lead day-to-day delivery of the whole program: operations and maintenance of the Oracle E-Business Suite systems, the cloud modernization, data quality and warehouse partner integration.
  • Own the integrated project plan, schedules and resources; hold the team to milestones and report performance against them honestly.
  • Manage the budget, labor hours and staffing: forecasts, burn, invoice support, and filling a vacancy fast when one opens.
  • Be the customer's daily point of contact: status meetings, monthly status reports, risk and issue logs, action items closed on time.
  • Run the quality control program: service levels, deliverable reviews, corrective actions and continuous improvement.
  • Direct the technical leads and the Scrum cadence; clear obstacles, settle priorities and decide who does what.
  • Manage risk and change: release approvals, cutover readiness, continuity and incident escalation, with after-action reviews that lead to fixes.
  • Keep the program compliant: security and privacy training, onboarding and offboarding, records and regulated-quality (cGMP) requirements.
  • Work with the Senior/Principal Consultant on direction and with SPN's executives on staffing, subcontracts and customer satisfaction.
What you need
  • Project Management Professional (PMP) certification, current.
  • 10 or more years managing projects of similar scope, size and complexity: enterprise system operations and modernization with teams of 20 or more.
  • A record of delivering against milestones while managing plan, schedule, resources, budget and quality on a federal contract.
  • Experience managing ERP programs, Oracle E-Business Suite preferred, including cloud migration or major upgrades.
  • Strong written and spoken communication with Government program leadership and contracting staff.
  • Bachelor's degree in a technical or business field.
  • U.S. citizenship and the ability to obtain an HHS Tier 2 public trust determination.

  • Programs at HHS, CDC, DHA, VA or DLA.
  • Supply chain, inventory or warehouse systems, including third-party logistics integration.
  • ITIL 4, SAFe or Certified ScrumMaster.

  • Core hours 9:00 a.m. to 3:30 p.m. Eastern, Monday to Friday, with flexible start between 6:00 and 9:00 a.m. Eastern; federal holidays off
  • Occasional travel within the continental United States, reimbursed
  • You must be a U.S. citizen and obtain and keep an HHS Tier 2 (moderate risk) public trust determination; no security clearance is required
  • You complete HHS security, privacy and records management training before access, and cGMP training shortly after you start
  • Work is done on customer-furnished or SPN-furnished equipment under HHS security rules
