About the role:

Octasic is undergoing a strategic transformation. We're looking for a Program Manager who thrives in complex environments and can support high-impact programs tied to government contracts. Reporting to the Director of Program Management, this individual contributor role supports execution across technical delivery, customer engagement, and internal coordination.

You'll be the single point of accountability for program execution by helping ensure delivery on time, within budget, and aligned with contractual commitments, while partnering closely with cross-functional teams and program leadership.

What you'll do:

Program Leadership:

  • Own full lifecycle execution of government-funded programs;
  • Lead cross-functional teams through all phases of the program lifecycle: initiation, planning, execution, monitoring, and closeout;
  • Drive internal alignment across engineering, operations, finance, contracts, and logistics in support of program objectives.

Customer & Contract Management:

  • Manage programs funded by Canadian and international government agencies;
  • Navigate complex contractual frameworks, including:
    • Statement of Work;
    • Contract Data Requirements List;
    • Contract Modifications & Change Control;
    • Compliance & Audit Readiness.
  • Support and coordinate contract modifications, funding notices, and milestone reviews (e.g., CDR, PDR).

Program Management:

  • Participate in bid reviews, contract negotiations, and risk assessments;
  • Maintain strong relationships with agencies, ensuring transparency, responsiveness, and alignment with expectations;
  • Represent Octasic in program reviews, audits, and strategic discussions;
  • Prepare and deliver monthly contract status reports, forecasts, and performance metrics;
  • Track procurement, subcontracting, and revenue recognition;
  • Work closely with internal stakeholders and the Director of Program Management to support program health and compliance.

Qualifications:

  • Bachelor's degree in engineering, science, business, or a related field;
  • 6-10 years of experience in Program or Project Management, ideally in sectors such as defense or high-tech, with exposure to government-funded programs;
  • Working knowledge of complex contractual frameworks and program delivery processes;
  • Strong understanding of Canadian and other government procurement processes, including:
    • Proposal development and bid reviews;
    • Contract negotiation and compliance;
    • Funding limitations and reporting obligations.
  • Experience working with government agencies and supporting their documentation standards, review cycles, and program expectations;
  • Bilingual (English/French) strongly preferred, with the ability to communicate effectively with both internal teams and external government stakeholders;
  • Comfortable working in a matrixed, multi-disciplinary environment with geographically distributed teams;
  • Willingness to travel up to 20%, including site visits, customer meetings, and program reviews.
