Overview

The Program Manager - Facilities & Maintenance provides integrated program leadership, governance, and cross-functional coordination across both Facility Operations and Maintenance Operations within a large-scale, greenfield manufacturing environment. This role serves as the central point of accountability connecting executive governance with site-level execution, ensuring that facility services, industrial utilities, asset reliability, and maintenance programs operate as a unified, managed service framework - not as standalone staffing functions. The Program Manager drives planning discipline, reporting cadence, cost control, and decision transparency while enabling the Facility Operations Manager and Maintenance Manager to focus on day-to-day execution.

Responsibilities

Program Governance & Strategic Oversight
  • Integrated Program Leadership - Serve as the single governance layer connecting Facilities and Maintenance operations to the broader delivery framework, ensuring alignment between site-level execution, program objectives, and organizational priorities.
  • Governance Cadence Management - Establish and lead structured governance routines including daily operational reviews, weekly performance reviews, KPI reviews, and executive reporting cycles across both Facilities and Maintenance workstreams.
  • Stakeholder Alignment - Maintain strategic alignment between facilities/maintenance operations and production leadership (Fabrication, Assembly, Logistics) to ensure facility readiness and equipment reliability directly support throughput and production continuity.
  • Commercial & Cost Control - Manage program budgets, track spend against plan, and maintain cost transparency across vendor contracts, labor, spare parts/MRO inventory, and service agreements.

Facility Operations Program Management
  • Facility Scope Coordination - Oversee the coordinated delivery of all four facility functional towers: Site Services, Utilities Operations, Asset & Maintenance, and Controls & Reporting, ensuring consistent execution through a single governance framework.
  • Vendor & Service Provider Oversight - Manage vendor coordination and contracted support services across front-of-house services, industrial utilities, and specialized facility functions.
  • Facility Systems Visibility - Ensure facility systems reporting, CMMS support, SCADA/BMS coordination, and business analytics are delivering actionable insights for proactive decision-making.
  • Compliance & Standards Alignment - Ensure all facility operations comply with site standards, EHS procedures, regulated activities, and applicable building codes while the client retains authority over major engineering decisions and retained owner obligations.

Maintenance Operations Program Management
  • Maintenance Lifecycle Governance - Oversee the full maintenance lifecycle including Preventive & Planned Maintenance, Corrective/Reactive Maintenance Execution, Reliability Engineering & Continuous Improvement, and Maintenance Planning, Scheduling & Systems Control.
  • Equipment Uptime & Production Continuity - Drive equipment reliability outcomes that directly support production schedule attainment, minimizing unplanned downtime across all Fabrication and Assembly equipment.
  • CMMS & Work Order Management - Ensure effective CMMS administration, work order tracking, backlog management, and PM schedule adherence across all maintenance activities.
  • Reliability & Root Cause Analysis - Oversee reliability engineering initiatives including root cause analysis (RCA), failure trend tracking, and asset criticality management to drive continuous improvement in uptime and cost efficiency.

Reporting, KPIs & Continuous Improvement
  • KPI/SLA Ownership - Define, track, and report on key performance indicators including equipment uptime, MTTR (Mean Time to Repair), PM compliance, facility system availability, inventory accuracy (MRO/spare parts), and escalation response times.
  • Dashboard & Reporting Maturity - Drive the evolution of operational dashboards from baseline visibility (v1) through cross-functional performance management with trend analysis, forecasting, and exception management (v2+).
  • Continuous Improvement Program - Lead structured CI initiatives across both Facilities and Maintenance using Lean principles, CI backlogs, prioritization frameworks, and cross-functional ownership of improvement actions.
  • Executive Reporting - Deliver monthly executive reporting packages providing strategic decision-support insights on facility health, maintenance performance, and risk posture.

Scalability & Modular Expansion
  • Multi-Shift Scaling - Ensure facilities and maintenance programs scale effectively to support multi-shift operations (including 24/7 coverage) as production ramp progresses from initial launch through sustained execution.
  • Workforce Integration - Coordinate with Training & Development to ensure maintenance and facilities personnel complete required training, safety certifications, and competency validations aligned to their roles.

Qualifications

Qualifications
  • 5+ years of progressive program management experience in facilities operations, maintenance management, or industrial/manufacturing plant management
  • Demonstrated experience managing either or both facilities and maintenance programs simultaneously within a large-scale manufacturing, data center, semiconductor, or heavy industrial environment
  • Strong knowledge of maintenance disciplines: preventive, predictive, corrective maintenance; CMMS platforms (Maximo, SAP PM, or equivalent); and reliability engineering concepts (RCA, RCM, condition monitoring)
  • Experience with facility operations including building systems, utilities, EHS compliance, vendor management, and SCADA/BMS coordination
  • Proven track record of standing up or scaling operations in a greenfield or rapid-ramp environment
  • Deep expertise in KPI/SLA frameworks, operational dashboards, and data-driven performance management
  • Knowledge of OSHA safety standards, NFPA compliance, and industrial safety training requirements
  • Experience with Lean, Six Sigma, or structured continuous improvement methodologies (certification preferred)
  • Strong financial acumen - budget management, cost control, and vendor contract oversight
  • Excellent stakeholder management, communication, and cross-functional coordination skills
  • PMP, PgMP, or equivalent program management certification preferred
  • Bachelor's degree in Engineering, Facilities Management, Industrial Technology, or related field required; Master's degree a plus

Preferred Experience
  • Prior experience in data center, hyperscale, or semiconductor manufacturing facility operations
  • Experience managing modular, bolt-on service expansions within a managed services delivery model
  • Experience with multi-site program governance and replication of operating models across locations
