Position Overview

As a Program Manager II within Corporate & Institutional Banking (C&IB), you will lead the delivery of strategic payments modernization initiatives that advance PNC's payments ecosystem and support key business objectives. This role is responsible for managing large-scale, cross-functional technology programs focused on modernizing payment capabilities, improving operational efficiency, enhancing client experiences, and ensuring regulatory compliance across payment platforms.

This individual will partner closely with business leaders, technology teams, operations, risk, compliance, and external partners to deliver complex initiatives spanning the payments landscape. They will be responsible for driving program execution from strategy through implementation, ensuring effective governance, financial management, risk mitigation, stakeholder communication, and successful delivery of business outcomes.

Key Responsibilities:

Program Leadership & Delivery
• Lead complex, enterprise-wide payment modernization programs supporting C&IB strategic objectives.
• Manage multiple interconnected projects and workstreams across business and technology organizations.
• Develop and maintain comprehensive program plans, schedules, milestones, dependencies, and delivery roadmaps.
• Drive successful execution of payment transformation initiatives while ensuring alignment with business priorities and technology strategies.
• Monitor program health, delivery metrics, risks, issues, and dependencies, escalating concerns as appropriate.
• Ensure program objectives, scope, timelines, and deliverables remain aligned with approved business outcomes.
• Facilitate Go-to-Green planning and resolution of critical execution challenges.
• Provide leadership and oversight for initiatives focused on payment platform modernization and transformation.
• Partner with payment product, operations, and technology teams to implement enhancements across payment processing capabilities.
• Support modernization initiatives involving ACH, wire transfers, real-time payments, digital payments, and payment infrastructure transformation.
• Drive adoption of modern payment standards, operating models, and technology solutions.
• Understand evolving industry trends, regulatory requirements, and emerging payment technologies to inform program strategy and execution.
• Identify opportunities to improve scalability, resiliency, automation, and operational effectiveness within payment ecosystems.

Stakeholder & Executive Management
• Partner with senior leaders across C&IB, Technology, Operations, Finance, Risk, and Compliance.
• Serve as a trusted advisor to executive stakeholders by providing timely and transparent updates on program performance.
• Lead governance forums, steering committees, executive reviews, and stakeholder meetings.
• Influence strategic decisions through data-driven recommendations and effective communication.
• Translate complex technical concepts and delivery risks into business-focused insights and executive-level messaging.
• Facilitate alignment among diverse stakeholder groups to achieve program objectives.

Financial & Resource Management
• Develop and manage program budgets, forecasts, financial plans, and funding allocations.
• Monitor financial performance, identify variances, and implement corrective actions when necessary.
• Partner with Finance and business sponsors during annual planning and forecasting cycles.
• Ensure effective utilization of program resources while balancing delivery priorities and organizational capacity.
• Coordinate resource planning across technology and business teams supporting program execution.

Governance, Risk & Compliance
• Ensure adherence to TPMO methodologies, governance standards, enterprise controls, and PNC processes.
• Establish effective governance frameworks that support delivery transparency and accountability.
• Identify, assess, and manage program risks, assumptions, issues, decisions, and dependencies.
• Partner with Risk, Compliance, Legal, and Audit teams to support regulatory and control requirements.
• Ensure quality standards, controls, and documentation requirements are maintained throughout the program lifecycle.
• Support audit reviews, remediation activities, and governance assessments as required.

Operational Excellence & Continuous Improvement
• Drive process improvements that enhance program delivery effectiveness and organizational maturity.
• Implement lessons learned and best practices across projects and workstreams.
• Develop reporting and governance processes that improve transparency and decision-making.
• Promote a culture of accountability, collaboration, continuous improvement, and operational excellence.
• Measure program outcomes using defined performance metrics and business value indicators.

Key Skills & Qualifications:
• Project, program, portfolio, or technology delivery management experience.
• Demonstrated experience leading large-scale strategic initiatives within financial services or banking organizations.
• Experience delivering payment modernization, payments transformation, or payment technology initiatives.
• Strong understanding of payment ecosystems, including ACH, wire transfers, real-time payments, payment processing, and related operational workflows.
• Experience managing complex technology programs involving multiple stakeholders, dependencies, and delivery teams.
• Strong financial management, budgeting, forecasting, and resource planning capabilities.
• Exceptional communication, presentation, stakeholder management, and influencing skills.
• Experience leading Agile, Waterfall, and hybrid delivery methodologies.
• Demonstrated ability to manage risks, resolve issues, and drive execution within highly regulated environments.
• Experience supporting Corporate & Institutional Banking (C&IB) or Treasury Management organizations preferred.
• Knowledge of payments regulations, industry standards, and risk management practices.
• Prior experience managing large-scale technology transformation programs in the financial services industry.

Job Description

  • Leads a cross functional program/project team to ensure the execution of organizational programs in support of corporate strategy. Leads complex programs/projects requiring planning, oversight, and communication across multiple segments, channels, or lines of business. Typically, program size may reach or exceed $25m.
  • Manages the general and detailed planning stages of organizational programs; influences project decisions to achieve overall program goals.
  • Oversight and reporting for the program budget while working to ensure success of the program.
  • Evaluates the implementation and effectiveness of the programs and recommends enhancements to programs based on results.
  • Teams with service partners to ensure seamless delivery and a consistent experience across multiple distribution channels.
