Please note that this position is contingent upon the successful award of a contract currently under bid.

 

Summary:

The Program Manager (PM) shall be responsible for delegating work, training, and ensuring that quality work products are produced within timeframes established by the Contract, the CO/CS or the COR/ACOR. The PM shall be the focus of interface between government personnel for specific work teams, as applicable, through the CS or COR/ACOR and CO and the Contractor.

Responsibilities

Essential Job Functions:

  • Serves as the Contractor's primary Program Manager and principal point of contact for all contract matters.
  • Provides overall leadership, direction, and management for all personnel assigned to the contract.
  • Oversees execution of administrative, property management, warehouse, drafting/CAD, engineering, operations, and accounting support services in accordance with contract requirements.
  • Ensures contract performance meets or exceeds all performance work statement (PWS) requirements, service level agreements, and quality standards.
  • Develops, implements, and maintains project management plans, staffing plans, quality control plans, and risk management strategies.
  • Monitors contract performance, schedules, staffing levels, deliverables, and operational metrics to ensure timely and efficient execution.
  • Manages contract budgets, labor utilization, subcontractor performance, and overall program financial performance.
  • Coordinates recruiting, onboarding, workforce planning, employee development, and retention efforts to maintain qualified staffing levels.
  • Reviews and approves contract deliverables, reports, invoices, staffing plans, and performance documentation.
  • Establishes and maintains effective working relationships with Government personnel, internal leadership, subcontractors, and external stakeholders.
  • Identifies program risks and develops mitigation strategies to minimize operational impacts.
  • Ensures compliance with applicable federal regulations, Department of Energy (DOE) requirements, safety standards, security policies, and company procedures.
  • Supports internal and external audits and implements corrective actions when necessary.
  • Leads recurring program management meetings, customer briefings, performance reviews, and status updates.
  • Oversees quality assurance and continuous improvement initiatives to improve operational efficiency and customer satisfaction.
  • Coordinates support among geographically dispersed work locations to ensure consistent service delivery.
Qualifications

Necessary Skills and Knowledge:

  • Thorough knowledge of federal contract management principles and performance-based service contracts.
  • Knowledge of Department of Energy (DOE) contracting environments and federal utility operations preferred.
  • Strong leadership and organizational management skills.
  • Excellent project planning, scheduling, and resource management abilities.
  • Knowledge of quality assurance, quality control, and continuous improvement methodologies.
  • Strong financial management, budgeting, and cost control skills.
  • Ability to manage geographically dispersed personnel and multiple functional disciplines.
  • Excellent written and verbal communication skills.

Minimum Qualifications:

  • Eight (8) years of progressively responsible program or project management experience supporting federal contracts or large operational programs.
  • Minimum of three (3) years managing multi-disciplinary teams performing administrative, technical, engineering, operations, or professional support services.
  • Demonstrated experience managing contract performance, budgets, staffing, schedules, and customer relationships.
  • Experience managing geographically dispersed personnel.
  • Ability to pass a background check.

Preferred Qualifications:

  • Project Management Professional (PMP) certification.
  • Experience managing Department of Energy (DOE), Western Area Power Administration (WAPA), or other federal utility contracts.
