Full Job Description
We are seeking an experienced Program Manager to oversee contract development, implementation, compliance, financial review, and contractor performance for public-sector human services programs.

This position requires a strong background in contract administration, procurement processes, Statements of Work, invoice and budget analysis, workflow development, and stakeholder coordination. The Program Manager will serve as the primary point of contact for assigned contracts and will work closely with contractors, subject-matter experts, procurement teams, finance representatives, and program leadership.

The ideal candidate is highly organized, detail-oriented, financially analytical, and comfortable managing multiple contracts and priorities in a regulated environment.
Key Responsibilities
  • Plan, organize, prioritize, and manage assigned contracts and related initiatives.
  • Direct and participate in the development of Statements of Work, contract requirements, and procurement documents.
  • Serve as the primary point of contact for contract development, implementation, monitoring, and issue resolution.
  • Coordinate with subject-matter experts to ensure contract documents accurately reflect operational and program requirements.
  • Monitor contractor performance, service delivery, deliverables, deadlines, and quality standards.
  • Review and manage work orders, settlement agreements, funding allocations, and project assignments.
  • Perform detailed reviews of invoices, expenditures, budgets, and supporting documentation.
  • Analyze invoicing and expenditure data to support forecasting of future budgetary and program needs.
  • Identify contract risks, delays, performance concerns, and barriers to execution.
  • Communicate contract status, risks, and recommendations to leadership.
  • Ensure adherence to procurement policies, contractual requirements, and applicable regulations.
  • Develop workflows, project timelines, monitoring tools, and contract-management documentation.
  • Facilitate meetings and group discussions involving contractors, internal teams, and program stakeholders.
  • Provide technical guidance and contract-related support to contractors and internal staff.
  • Coordinate with procurement, finance, accounting, and other administrative departments.
  • Maintain accurate records of contract decisions, approvals, deliverables, and financial activity.
Required Qualifications
  • At least seven years of professional experience functioning in a Program Manager capacity.
  • At least two years of direct contract-management or contract-administration experience.
  • Bachelor's degree or an equivalent combination of education and relevant professional experience.
  • Experience developing Statements of Work and participating in procurement processes.
  • Experience interpreting and administering contract requirements.
  • Experience monitoring contractor performance and reviewing service deliverables.
  • Experience managing work orders, contract amendments, or settlement agreements.
  • Experience reviewing invoices, expenditures, budgets, and financial documentation.
  • Experience analyzing financial data to forecast future budgetary or program needs.
  • Experience ensuring compliance with procurement requirements, policies, and regulations.
  • Experience developing workflows, project timelines, and process documentation.
  • Experience documenting quality-of-service or nonfunctional requirements.
  • Strong written and verbal communication skills.

Preferred Qualifications
  • Experience supporting government, public-sector, healthcare, Medicaid, developmental programs, or human services organizations.
  • Experience working with procurement, finance, comptroller, legal, or contract-compliance teams.
  • Experience managing contracts involving multiple vendors, departments, or funding sources.
  • Familiarity with contractor performance monitoring and corrective-action processes.
  • Strong background in financial analysis, invoice reconciliation, and budget tracking.
Work Location Requirements

Candidates must:
  • Currently reside in Pennsylvania.
  • Live within a reasonable commuting distance of Harrisburg.
  • Be available to work onsite in Harrisburg at least two days per week.
  • Have a suitable home workspace and reliable internet access for remote workdays.
Ideal Candidate

The successful candidate will combine program-management leadership with hands-on contract-administration experience. This position is best suited for someone who has personally developed Statements of Work, reviewed invoices and budgets, monitored contractor deliverables, managed procurement requirements, and communicated contract risks to leadership.

General project-management experience without direct contract, procurement, and financial-management responsibilities may not be sufficient for this role.
