Program Manager - FOIA Support Services

Responsibilities:

Contract and Team Management
  • Serve as the primary contractor point of contact for the COR and Federal FOIA staff.
  • Receive, prioritize, assign, and track workload assignments across contractor personnel.
  • Coordinate staffing coverage and workload balancing to ensure uninterrupted support.
  • Monitor contract performance and identify workload trends, risks, and resource constraints.
  • Facilitate communication between contractor personnel, Federal FOIA staff, legal counsel, program offices, and records custodians.
  • Participate in post-award conferences, progress meetings, and performance reviews.

FOIA Intake and Case Management
  • Oversee intake, assignment, and tracking of incoming FOIA requests.
  • Ensure requests are properly entered and maintained in FOIAXpress.
  • Monitor acknowledgment letters, fee determinations, expedited processing requests, and fee waiver determinations.
  • Ensure administrative case files are complete and accurately maintained.

Search Coordination
  • Direct and monitor records searches conducted across NPS regions, offices, and park units.
  • Coordinate with FOIA Points of Contact (POCs) and records custodians.
  • Ensure search documentation is complete and legally sufficient.
  • Monitor search timeliness and follow up on overdue responses.

Records Review and Response Preparation
  • Review records for responsiveness and releasability.
  • Identify information subject to FOIA exemptions and Privacy Act protections.
  • Review and validate redactions for legal sufficiency.
  • Assist with preparation of agency response letters and release packages.
  • Coordinate review activities involving program offices, legal counsel, and Federal FOIA officials.
  • Flag potentially deliberative, pre-decisional, privileged, or White House equities for Government review.

Litigation and Legal Support
  • Assist with litigation-sensitive FOIA matters.
  • Support preparation of Vaughn indices.
  • Conduct legal and regulatory research relating to FOIA and Privacy Act requirements.
  • Coordinate with attorneys and legal stakeholders regarding FOIA case processing.

Quality Assurance and Reporting
  • Implement contractor quality control procedures.
  • Review work products for completeness, consistency, and compliance.
  • Monitor performance against the contract's 95% accuracy requirement.
  • Coordinate preparation of:
    • Weekly FOIA Leadership Tracking Reports
    • Monthly FOIA Data Quality Audit Reports
  • Custom reports requested by NPS leadership

Training and Process Improvement
  • Provide mentoring and guidance to contractor personnel.
  • Assist in development of FOIA training materials.
  • Recommend workflow improvements, process efficiencies, and quality enhancement measures.
  • Promote consistent application of FOIA laws, regulations, and agency policies.


Minimum Qualifications:
  • Minimum three (3) years of full-time experience supporting federal FOIA operations or substantially similar FOIA-related functions.
  • Demonstrated experience performing work of similar size, scope, and complexity.
  • Demonstrated experience supporting the processing, tracking, coordination, review, administration, and management of FOIA requests in a federal or comparable environment.
  • Proficiency using Microsoft Office Suite, Adobe Acrobat, and electronic FOIA processing systems.
  • Demonstrated written and oral communication skills.
  • Ability to successfully obtain and maintain required background investigation and credentialing requirements.


Preferred Qualifications:
  • Five (5)+ years of federal FOIA experience.
  • Experience leading or supervising FOIA teams.
  • Experience supporting Cabinet-level agencies or large decentralized organizations.
  • Experience using FOIAXpress or comparable FOIA case management systems.
  • Experience processing complex, expedited, high-volume, or litigation-sensitive FOIA requests.
  • Experience preparing or reviewing Vaughn indices.
  • Experience conducting FOIA legal research and applying FOIA exemptions and Privacy Act provisions.
  • Experience developing quality control procedures and performance metrics.
  • Experience preparing executive-level reports, dashboards, and performance briefings.
  • Section 508 compliance experience.
  • Advanced FOIA training, certification, or professional development coursework.
