Full Job Description
ECS is seeking an experienced Program Manager to work remotely providing scientific computing support for the work performed under this contract for NIH NIAID Enabling and Advancing Technologies (NEAT). This engagement supports the Scientific Computing Services program area which includes Program Management, Scientific Instrumentation Support, and High Performance Computing.

Please Note: This position is contingent upon [contract win].

The NIAID NEAT Program Manager will be the single POC providing ongoing status and progress to the NIAID CO and COR. In this role, you will be responsible for building and managing program budgets and justifications, financial tracking and analysis, and overall tracking and coordination of funding forecasts-to-actuals.

Key Responsibilities:
  • Provide overall Task Order leadership, customer engagement, governance, risk management, integrated master schedule management, contract performance oversight, financial tracking, stakeholder coordination, service delivery governance, KPI/SLA management, transition oversight, and executive reporting to COR/OEB leadership.
  • Lead integrated delivery across Scientific Computing, AI/ML, HPC, infrastructure, and cybersecurity operations.
  • Responsible for organizing, directing, and managing all aspects of contract operational support functions involving multiple complex and inter-related project tasks that often require managing teams of contractor personnel at multiple locations.
  • Manage and maintain contractor interface with the senior levels of the customer's organization.
  • Consult with customer and contractor personnel to formulate and review task plans and deliverables, ensuring conformance with program and project task schedules and costs and contractual obligations.
  • Establish and maintain technical and financial reports to show progress of projects to management and customers, organize and assign responsibilities to subordinates, oversee the successful completion of all assigned tasks, and assume the initiative and provide support to marketing personnel in identifying and acquiring potential business.
  • Work closely with NIAID business domain leaders and stakeholders to ensure alignment with NIAID mission and goals.
  • Assist with OEB Budgeting Process for Scientific Computing as needed. Develop budget estimates for following fiscal year based on operational maintenance, projected growth/retirement, planned projects and monitor spending over the course of the fiscal year.
  • Monitor and report on program performance metrics, providing insights to Project Managers and leadership.
  • Managing finances and burn rates for the team and augmenting staff as needed
  • Analyze financial data and trends, identifying potential risks and opportunities.
  • Prepare financial reports and presentations for internal and external stakeholders.
  • Coordinate Other Direct Cost (ODC) procurement of supplies, materials, and supporting software licenses and service agreements.
  • Ensure overall quality, compliance and delivery of contract requirements to include data calls and ad hoc requests.
  • Supporting growth opportunities across the business unit as needed and marketing the solutions and accomplishments of the team.


  • Bachelor's degree in Computer Science, Information Security or related field.
  • Active Public Trust or higher security clearance.
  • Minimum 10 years experience supporting IT infrastructure, systems, and applications, including support teams and ensuring quality of service operations.
  • 5+ years of experience with Program Management, Financial Management, Portfolio Management or cloud migration/modernization initiatives.
  • Experience with scientific instrumentation and HPC and knowledge of working in a scientific research organization, with an emphasis on biomedical research.
  • Experience supporting commercial scientific instrumentation, and the integration of this instrumentation in a federal government IT environment.
  • Experience supporting systems based on Windows, MacOS, and Linux, including both GUI and command-line operations and troubleshooting, and scripting in these environments.
  • Have documented experience with FISMA and system authorization processes.
  • Practical experience with industry best practices as articulated by, but not limited to, the Project Management Institute (PMI), Lean IT, Agile practices, DevOps and ITIL, as appropriate.
  • Reside within the Washington DC Metro area
  • Travel within the Washington DC Metro Area, and CONUS as needed.
