Overview

Microsoft Federal is seeking an experienced Program Manager to lead the end to end financial operations and customer onboarding lifecycle across our GovernmentWide Acquisition Contracts (GWACs).

This role is responsible for ensuring operational excellence across contract financial management and task order onboarding - from initial setup through invoicing, compliance alignment, and consumption enablement. The Program Manager will lead a team responsible for executing the onboarding and financial management of federal direct contracts supporting mission critical workloads across the U.S. Government.

The successful candidate will drive standardization, scalability, and accountability across GWAC operational processes, ensuring contracts are onboarded accurately, billed correctly, and managed in alignment with federal acquisition and internal compliance requirements.

Responsibilities

Financial Operations Leadership

  • Lead financial execution across contracts, including billing readiness, invoice validation, funding alignment, and consumption tracking


  • Oversee and optimize financial workflows associated with task orders, CLIN structures, and customer level billing configurations


  • Partner with Finance, Compliance, and Sales teams to ensure contract financial health and audit readiness


  • Drive consistency across invoicing models and ensure alignment between task order structure and billing outcomes


  • Manage financial risk mitigation processes and support resolution of billing discrepancies or compliance gaps


  • Establish success metrics for financial operations including billing timeliness, onboarding cycle time, and order accuracy


Customer & Task Order Onboarding

  • Lead onboarding execution for new customers and task orders under contracts


  • Oversee setup of task orders within Microsoft operational systems (e.g., FedSAP, Compass) to ensure accurate customer mapping and compliance alignment


  • Ensure contract onboarding reflects appropriate customer structures to support invoicing and reporting requirements


  • Drive onboarding readiness activities across cross functional stakeholders including PMO, Sales, Finance, Legal, and Engineering


  • Standardize onboarding playbooks to reduce onboarding cycle time and improve operational scalability


Program & People Leadership

  • Lead and coach a team responsible for onboarding and financial execution


  • Provide strategic direction on operational priorities, workload allocation, and escalation management


  • Develop SOPs and governance mechanisms to ensure consistency across contract onboarding and billing processes


  • Drive continuous improvement initiatives to streamline onboarding and financial management workflows


  • Serve as the primary escalation point for onboarding or financial operational issues across programs


Cross Functional Partnership

  • Partner with Capture, Proposal, PMO, and Account Teams to ensure operational readiness for new awards


  • Collaborate with internal stakeholders to align onboarding and billing processes with contractual requirements


  • Support contract modifications and structural changes that impact financial or onboarding processes


  • Communicate onboarding and financial readiness status to executive stakeholders


Qualifications

Required Qualifications:

  • Bachelor's Degree in Business, Operations, Finance, or related field AND 8+ years experience in program management, process management, or process improvement OR equivalent experience.


  • 6+ years management (e.g., people, project, process, vendor, change) experience.

Security Clearance Requirements: Candidates must be able to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include, but are not limited to the following specialized security screenings:
  • The successful candidate must have an active U.S. Government Top Secret Clearance with access to Sensitive Compartmented Information (SCI) based on a Single Scope Background Investigation (SSBI) with Polygraph. Ability to meet Microsoft, customer and/or government security screening requirements are required pre-offer and post-hire for this role. Failure to maintain or obtain the appropriate U.S. Government clearance and/or customer screening requirements may result in employment action up to and including termination.
  • Clearance Verification: This position requires successful verification of the stated security clearance to meet federal government customer requirements. You will be asked to provide clearance verification information prior to an offer of employment.
  • Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.
  • Citizenship & Citizenship Verification: This position requires verification of U.S. citizenship due to citizenship-based legal restrictions. Specifically, this position supports United States federal, state, and/or local United States government agency customer and is subject to certain citizenship-based restrictions where required or permitted by applicable law. To meet this legal requirement, citizenship will be verified via a valid passport, or other approved documents, or verified US government Clearance

Preferred Qualifications:

  • Master's Degree in Business, Operations, Finance, or related field AND 12+ years experience program management, process management, or process improvement OR Bachelor's Degree in Business, Operations, Finance, or related field AND 15+ years experience in program management , process management, or process improvement OR equivalent experience.


  • 8+ years people management experience.

  • 5+ years of Financial or Program Operations Management experience


  • Experience supporting federal contracts, task order onboarding, or financial operations in support of commercial cloud services


  • Familiarity with contract setup, invoicing workflows, or compliancedriven operational environments


  • Demonstrated experience leading crossfunctional initiatives in a complex stakeholder environment


  • Proven people leadership experience managing operational or program teams


  • Strong analytical, process improvement, and stakeholder management skills


Business Program Management M6 - The typical base pay range for this role across the U.S. is USD $130,900.00 - $277,200.00 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $165,600.00 - $303,600.00 per year.
