Program Manager - FOIA Support Services

Location: Washington, DC (Onsite at National Park Service facilities five days per week; limited situational telework may be permitted with COR approval. Routine remote work is not permitted.)
Job Summary

The Program Manager will lead and oversee Freedom of Information Act (FOIA) support operations for the National Park Service (NPS) Information Resources Directorate. This role is responsible for managing personnel, workflow operations, quality assurance, customer engagement, and contract performance related to FOIA intake, records searches, document review, redaction, reporting, and compliance activities.

The Program Manager serves as the primary liaison between contractor personnel and Government leadership, ensuring all services are delivered in accordance with statutory requirements, Department of the Interior (DOI) policies, and National Park Service operational standards. The position requires strong federal FOIA expertise, leadership capabilities, and experience managing high-volume, deadline-driven programs.
Key Responsibilities
Program & Contract Management
  • Lead day-to-day contract operations supporting NPS FOIA programs.
  • Serve as the primary point of contact for Government leadership, including the Contracting Officer Representative (COR).
  • Manage contractor personnel, workload assignments, staffing continuity, and operational oversight.
  • Ensure contract deliverables are completed accurately, timely, and in compliance with performance standards.
  • Develop and maintain quality control procedures and operational workflows.
  • Monitor staffing levels and surge requirements to ensure uninterrupted support services.
  • Conduct performance monitoring, risk mitigation, and continuous process improvement initiatives.
  • Prepare and present status updates, reports, and briefings to leadership.
FOIA Operations Oversight
  • Oversee FOIA intake, tracking, search coordination, review, and response activities.
  • Ensure compliance with FOIA statutory deadlines, DOI regulations, and NPS guidance.
  • Supervise records management and eDiscovery processes.
  • Coordinate searches across park units, regional offices, and program offices.
  • Review and validate redactions and exemption determinations.
  • Support preparation of Vaughn indices, response packages, audit reports, and leadership metrics.
  • Ensure proper documentation and maintenance of administrative case files in FOIAXpress.
Team Leadership
  • Supervise FOIA Analysts and Team Leads supporting the contract.
  • Provide training, mentoring, and performance oversight for contractor personnel.
  • Coordinate staffing schedules and workload distribution.
  • Ensure contractor personnel maintain high standards of professionalism and confidentiality.
  • Facilitate communication between Government stakeholders and contractor staff in accordance with non-personal services contracting requirements.
Quality Assurance & Reporting
  • Develop and implement a Quality Control Plan (QCP).
  • Ensure deliverables meet established quality standards and performance thresholds.
  • Produce weekly leadership reports and monthly data quality audit reports.
  • Identify operational risks and implement corrective actions when necessary.
  • Maintain compliance with Section 508 accessibility standards and Federal records management requirements.
Required Qualifications
Education
  • Bachelor's degree in Business Administration, Public Administration, Information Management, Legal Studies, or related field preferred.
  • Equivalent combination of education and relevant federal experience may be considered.
Experience
  • Minimum 5-7 years of experience supporting federal FOIA programs or similar information management operations.
  • Minimum 3 years of experience managing federal contracts, programs, or operational teams.
  • Demonstrated experience overseeing high-volume FOIA processing environments.
  • Experience working with FOIAXpress or similar FOIA tracking systems.
  • Experience coordinating with Government agencies, legal counsel, and stakeholders.
Technical Skills
  • Strong knowledge of:
    • Freedom of Information Act (5 U.S.C. a7 552)
    • Privacy Act
    • Federal Records Act
    • DOI and NPS FOIA regulations and policies
  • Advanced proficiency with:
    • Microsoft Office Suite
    • Adobe Acrobat

Preferred Qualifications
  • Experience supporting Cabinet-level agencies or large federal FOIA programs.
  • Experience handling litigation-sensitive or expedited FOIA requests.
  • FOIA certification or advanced FOIA training.
  • Experience managing quality assurance and compliance programs.
  • Knowledge of Section 508 compliance standards.
Security Requirements
  • Successful completion/adjudication of a National Agency Check (NAC) or National Agency Check with Inquiries (NACI) prior to contract performance.
  • Ability to obtain and maintain Government-issued identification credentials.
