Summary

This position is part of the Office of Environmental Management - Headquarters, Department of Energy. As a Program Manager, you will serve as the Director of the Office of Regulatory Compliance in the Office of Enviomental Management.

Duties

Help

As a Program Manager, you will:

  • Provides strategic leadership and formulates policy on environmental compliance, waste management, and regulatory options to enable effective execution of agency cleanup missions.
  • Serves as the primary headquarters interface and spokesperson with external federal regulators (e.g., EPA, NRC), state agencies, local governments, and oversight entities on complex environmental policy issues.
  • Directs guidance and support for field sites in negotiating compliance agreements, permits, and orders, while overseeing the national compliance agreement milestone database.
  • Directs staff in executing technical waste determinations under statutory provisions (e.g., Section 3116 of the FY 2005 NDAA), low-level waste disposal facility reviews, and National Environmental Policy Act (NEPA) compliance activities.
  • Directly supervises a multidisciplinary team of technical specialists and engineers by setting priorities, assigning work, evaluating performance, resolving grievances, and identifying developmental needs.
  • Oversees multi-year planning, budgeting, and performance assessment activities (including composite analyses and public health risk evaluations) to ensure organizational alignment and legal defensibility.

  • New supervisors are required to complete 80 hours of supervisory training of which 40 hours must be completed during your first year as a supervisor.
  • Occasional travel may be required.
  • This position is not included in a Bargaining Agreement.


Qualifications

GS-15 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-14 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:

  1. Developing, implementing, and overseeing enterprise-wide National Environmental Policy Act (NEPA) compliance strategies, policies, and/or internal workflows aligned with agency implementing procedures and Council on Environmental Quality (CEQ) guidelines.
  2. Managing the preparation, reviewing, and/or approving of high-level NEPA documentation, including site-wide Environmental Impact Statements (EISs) and Environmental Assessments (EAs) specifically for high-hazard, nuclear, radiological, hazardous waste management, or environmental remediation projects.
  3. Leading interagency consultations (such as Endangered Species Act Section 7 and National Historic Preservation Act Section 106) and directing public involvement strategies, intergovernmental coordination, and tribal consultations.
