Job Description

The Program Manager serves as the senior leader responsible for the overall management, direction, administration, and successful execution of the Air Force Technical & Analytic Support in Professional Services (AFTAS Pro) contract. Acting as the primary interface between BryceTech and the Government, the Program Manager provides strategic leadership for a multidisciplinary team delivering acquisition strategy, enterprise information technology modernization, industrial base analysis, artificial intelligence integration, business process improvement, and program management support to the Office of the Assistant Secretary of the Air Force for Acquisition, Technology and Logistics (SAF/AQ).

The Program Manager is accountable for overall contract performance, including program execution, staffing, quality assurance, financial management, customer satisfaction, risk management, and compliance with all contractual requirements while ensuring uninterrupted mission support to senior Air Force leadership.

Essential Duties and Responsibilities
  • Serve as the primary point of contact with the Contracting Officer (CO), Contracting Officer's Representative (COR), and Government leadership for all contractual and programmatic matters
  • Direct all aspects of contract performance to ensure successful execution of technical, schedule, cost, and quality objectives
  • Provide leadership, oversight, and guidance to a multidisciplinary team supporting enterprise acquisition, information technology, industrial base, data analytics, artificial intelligence, and strategic planning initiatives
  • Develop, implement, and maintain the Project Management Plan (PMP), Quality Control Plan (QCP), Transition-In Plan, Transition-Out Plan, and other required management documentation
  • Conduct quarterly Program Management Reviews (PMRs) and provide executive-level briefings on contract performance, staffing, financial execution, risks, and program status
  • Monitor contract funding, labor utilization, staffing levels, subcontractor performance, and overall contract execution
  • Ensure all contract deliverables are completed accurately, on schedule, and in accordance with established quality standards
  • Develop and implement risk management strategies and corrective actions to resolve program issues and mitigate performance risks
  • Oversee recruitment, onboarding, retention, and performance management of contractor personnel while maintaining required staffing levels
  • Coordinate transition activities to ensure seamless continuity of operations during contract start-up, personnel changes, and contract closeout
  • Maintain effective communication and collaboration with Government stakeholders, subcontractors, and associate contractors
  • Ensure compliance with all applicable Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), Department of the Air Force policies, security requirements, and contractual obligations
  • Support surge requirements and rapidly evolving mission priorities as directed by the Government


Qualifications

Minimum Qualifications
  • Active Secret clearance or above
  • Bachelor's degree in business administration, management, engineering, acquisition management, information technology, or a related discipline
  • Minimum of ten (10) years of progressively responsible experience managing large Federal or Department of Defense professional services contracts
  • Demonstrated experience managing multidisciplinary technical and professional services teams
  • Experience managing contract cost, schedule, staffing, quality, and overall program performance
  • Experience supporting senior Department of Defense or Federal Government leadership
  • Strong knowledge of Federal acquisition processes, contract administration, and program management best practices
  • Demonstrated ability to develop executive-level briefings, reports, and management documentation
  • Excellent written, verbal, organizational, and interpersonal communication skills

Preferred Qualifications
  • Master's degree in business administration, acquisition management, engineering, public administration, information technology, or a related discipline
  • Project Management Professional (PMP) certification
  • Experience supporting Headquarters Air Force, SAF/AQ, Air Force acquisition organizations, or other Department of Defense headquarters activities
  • Experience leading contracts supporting acquisition strategy, enterprise IT modernization, digital transformation, industrial base analysis, artificial intelligence initiatives, business process improvement, or strategic advisory services
  • Familiarity with Air Force acquisition policies, governance processes, and enterprise business systems
