DescriptionActioNet has an immediate opening for a Program Manager with 7+ years of experience leading IT, procurement, logistics, and network infrastructure initiatives; wireless network experience is preferred.
The Program Manager will lead execution and scaling of a Telecommunications Utility and Grid initiative supporting large-scale telecommunications infrastructure modernization and sustainment operations.
This role integrates outside plant (OSP) and inside plant (ISP) telecommunications infrastructure modernization, governance alignment (Roles & Responsibilities framework), sustainment operations, facility power integration, and deployment of an Operational Digital Twin (ODT). The Program Manager will drive coordination across internal teams, infrastructure stakeholders, and industry partners to ensure operational readiness, resiliency, and successful delivery.
This is a critical infrastructure leadership role - not a traditional IT program management position.
Salary Range: $125K-$170K

Key Responsibilities- Lead enterprise governance alignment across telecommunications stakeholders using a Roles & Responsibilities (RACI) framework.
- Establish accountability models across OSP, ISP, power, facilities, and infrastructure operations.
- Support implementation of a standardized Telecommunications Utility operating model.
- Align acquisition, funding, and enterprise support strategies.
Sustainment & Operations Oversight- Oversee stabilization and sustainment of outside plant (OSP) and inside plant (ISP) fiber and copper infrastructure.
- Own service availability, MTTR, and operational readiness metrics.
- Coordinate field execution teams, splicing crews, testing personnel, and partner performance.
- Ensure operational readiness for OSP activities including trenching, duct banks, manholes, poles, and vault infrastructure.
Infrastructure & Resilience Integration- Integrate telecommunications infrastructure with facility systems including power, grounding, HVAC, and generators.
- Drive resilience initiatives including backup communications capabilities and continuity planning.
- Address environmental risks impacting OSP environments including corrosion, water intrusion, and exposure conditions.
Digital Control Layer Deployment- Oversee deployment of a Telecommunications Grid Operational Digital Twin (ODT).
- Ensure vendor-agnostic integration across OEM platforms.
- Align ODT capabilities with enterprise systems such as GIS, asset management, service management, and telecommunications management platforms.
- Maintain an authoritative digital representation of OSP/ISP infrastructure assets.
Partner & Stakeholder Integration- Lead coordination across teaming partners and subcontractors.
- Serve as the primary interface across program stakeholders and delivery teams.
- Ensure compliance with applicable acquisition and governance requirements.
- Manage seamless transition from capture through execution and operational delivery.
Required Qualifications- 7+ years managing complex Federal, DoD, or large enterprise infrastructure programs.
- Demonstrated experience managing OSP and ISP telecommunications infrastructure.
- Experience supporting large campus, utility, installation, or distributed infrastructure environments preferred.
- Strong understanding of fiber optic networks, structured cabling, duct banks, manholes, vaults, and copper transition strategies.
- Experience leading sustainment-focused infrastructure programs.
- Familiarity with governance and RACI-based accountability models.
- Experience integrating cybersecurity and RMF requirements.
- Active Secret clearance required; TS eligibility preferred.
Preferred Qualifications- BICSI certification (RCDD, OSP, or equivalent) strongly preferred.
- Experience applying BICSI standards and structured cabling best practices.
- Background in infrastructure, facilities integration, or real property environments.
- Experience with power resilience systems supporting telecommunications infrastructure.
- Experience with 5G, broadband, telecommunications modernization, or utility transformation initiatives.
