Lead a statewide program with a direct impact on public health operations! As the Program Manager for the Office of Public Health's Revenue Cycle Management Program, you'll drive strategy and continuous improvement for approximately $10 million in annual collections. Minimum Qualifications
Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

A bachelor's degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information

Job Duties:
  • Directs and administers the statewide Revenue Cycle Management Program, establishing strategic goals, operational objectives, policies, and performance measures to maximize reimbursement, reduce denials, improve cash flow, and strengthen financial stewardship.
  • Provides executive oversight of statewide billing, coding, claims management, collections, revenue integrity, provider enrollment, credentialing support, and workflow improvement initiatives.
  • Directs the administration and performance of statewide revenue cycle contracts and vendors, ensuring compliance with contract requirements, deliverables, service levels, budgets, timelines, and performance measures.
  • Serves as the business owner for revenue cycle technologies and leads implementation, integration, testing, workflow redesign, training, and change management initiatives involving EHR, claims processing, and financial systems.
  • Directs the development and analysis of statewide revenue cycle reports, dashboards, forecasts, and performance measures to evaluate reimbursement trends, payer performance, accounts receivable, denials, collections, and revenue enhancement opportunities.
  • Ensures statewide revenue cycle operations comply with applicable federal and state laws, CMS, Medicare and Medicaid requirements, HIPAA, payer contracts, credentialing standards, and departmental policies; oversees audits, revenue integrity reviews, and corrective actions.
  • Directs and supervises professional staff within the Revenue Cycle Management Program by establishing priorities, assigning projects, evaluating performance, developing staff competencies, and fostering collaboration with internal and external stakeholders.
