Minimum Qualifications
Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

A bachelor's degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:

  • Manages and monitors OBH fiscal activities to ensure expenditures align with approved spending plans, budgets, and appropriations.
  • Directs revenue projections, develops financial forecasts, and monitors budget structures to support effective fiscal management and prevent overspending.
  • Develops and implements short- and long-term plans, goals, and objectives for the annual budget process and recommends improvements to enhance operational efficiency.
  • Plans, develops, and evaluates policies, procedures, and standards for preparing and administering OBH's annual operating budget.
  • Reviews budget requests, facilitates budget allocations and adjustments, and provides technical assistance and training to fiscal, programmatic, and departmental staff.
  • Prepares and analyzes monthly and quarterly expenditure reports, communicates financial results to leadership, and provides recommendations to support informed fiscal decisions.
  • Prepares fiscal impact statements and other financial documentation related to legislation and rulemaking, coordinates responses to legislative and executive actions, and ensures compliance with applicable state and federal requirements.
