Description

TDI Technologies is seeking a Program Management Analyst who will provide critical program management support and associated system engineering services for In-Service Amphibious Ships and Surface Ships Integration (ISAS3I) as well as Amphibious Acquisition, Auxiliary, and Sealift (A3S) requirements at the Naval Surface Warfare Center Philadelphia Division (NSWCPD). This position directly supports financial management, risk management, naval message/advisory coordination, system health assessments, database management, PowerApps/SharePoint development, sustainment committee support, and cyber security coordination efforts. The analyst will work closely with government program managers, financial analysts, in-service engineering agents (ISEAs), and program sponsors to ensure effective program execution, tracking, and reporting across multiple Navy ship classes and modernization programs.

This position supporting Department 20 at NSWCPD requires strong analytical capabilities, advanced technical proficiency, and the ability to coordinate across multiple stakeholders in a complex naval engineering environment.

POSITION REQUIREMENTS
• U.S. Citizenship required
• Active Secret security clearance or ability to obtain within 30 days of hire
• Proficiency with Navy Marine Corps Internet (NMCI) systems and protocols
• Advanced knowledge of Microsoft Office Suite (Excel, PowerPoint, Word, Project, Access)
• Experience with Microsoft Teams, SharePoint, and Fusion collaboration tools
• Ability to develop macros and analytical tools for data management
• Strong written and verbal communication skills
• Ability to work independently and as part of a team
• Willingness to travel CONUS (approximately 5-10% annually)
• Ability to obtain and maintain required government training certifications (Antiterrorism Level 1, OPSEC, Cybersecurity 101, etc.)
• Experience with Navy Enterprise Resource Planning (ERP) systems preferred
• Knowledge of NAVSEA programs and Fleet operations desired
• Familiarity with PowerApps, Power Automate, and Power BI preferred

RESPONSIBILITIES
• Track program financials including funds requested, allocated, received, and expended at the Task Planning Sheet (TPS) level
• Monitor emergency funding requests and identify funds available for recoup or reallocation
• Create and maintain burn down tables of expiring funds at the ISEA level
• Coordinate and host recurring financial review meetings
• Prepare financial status updates and presentations for program reviews using PowerPoint and Excel
• Assist with annual task planning sheet submissions, including collecting, reviewing, and processing ISEA task statements and cost estimates
• Validate plans in NEPS and submit into workflow for program manager review and approval
• Provide risk management support throughout project lifecycle
• Assist with project risk management planning, identification, analysis, response planning, implementation, and monitoring
• Identify and document residual risks and coordinate required approvals
• Assist with development, tracking, and execution of annual SHA development
• Coordinate, analyze, and prepare support to ISEAs with database submissions
• Support all steps of SHA process including necessary follow-on reviews and updates
• Develop and support maintenance of PowerApps and SharePoint databases
• Track status of SSC and CMT deliverables
• Work with NSWCPD ISEAs to collect, document/develop, review, and maintain SSC and CMT submissions
• Ensure timely completion and submission of required deliverables
• Work with information system security managers, information system security engineers, and ISEAs to track status/progress of program-related Enterprise Mission Assurance Support Service (eMASS) packages
• Leverage Microsoft Office Suite expertise to develop macros and tools for data analysis and maintenance
• Work with large data sets integrated into different management tools, databases, and reports • Develop and maintain financial and workload planning databases utilizing existing NAVSEA Information Systems
• Provide documentation of all requirements in accordance with NSWCPD SEP
• Prepare monthly status reports outlining work accomplished and financial summaries
• Maintain contractor personnel roster
• Support meetings, coordinate actions, record meeting minutes, and track action items to closure
• Assist with generating meeting briefs and presentations
• Store and maintain program-related data/files on share drives and SharePoint as directed
• Support data calls with quick turnaround times
• Travel to NSWCPD and other locations as required for meetings, system support, and program activities

REQUIRED EDUCATION
• Minimum: Bachelor's degree in Business Administration, Finance, Business Management, Information Systems, Engineering, or related discipline from an accredited college or university
• Preferred: Master's degree in Business Administration, Finance, Project Management, Systems Engineering, or related field

REQUIRED EXPERIENCE
• Minimum Experience: Seven (7) years of professional experience in program management, financial analysis, data management, or related analytical roles

Specific Experience Requirements:
• At least three (3) years of experience analyzing and tracking financial/expenditure data, tracking status of tasks and schedules, and reporting program information to managers and stakeholders
• At least three (3) years supporting Hull, Mechanical, and Electrical (HM&E) efforts and systems onboard U.S. Navy ships

Preferred Experience:
• Direct experience supporting NSWCPD and NAVSEA SEA21 Programs
• Experience with Oracle Primavera P6 and Microsoft Project for schedule development
• Experience with PowerApps, Power Automate, Power BI, and SharePoint development
• Knowledge of Navy modernization processes and ship alteration procedures
• Experience with Risk Management Framework (RMF) and cybersecurity compliance
• Familiarity with NAVSEA technical instructions, ship change documents, and advisory processes
• Experience supporting program reviews, Sustainment Steering Committees, or Class Management Teams

Special Requirements:
• U.S. citizenship required; must possess or be able to obtain a Secret clearance. Selected candidate must complete all required government-mandated training including Antiterrorism Level 1 Awareness, OPSEC, Cybersecurity 101, and other certifications as specified by the contract.
• Must have a valid US passport or the ability to obtain one upon position acceptance.
• Due to the nature of our work with the U.S. Department of Defense, U.S. citizenship is required. Some positions may require the renunciation of any non-U.S. citizenship to obtain and maintain a security clearance.
