Title: Program Director

Program: 820 Residential Services

Salary Range: $100,000 - $110,000

Program Overview:

The program is an OASAS licensed, part 820 60-bed residential services program. Clients receive medical care, temporary residency and a wide array of clinical services, including individual and group counseling, occupational therapy, psychiatry, licensed therapy and peer support services.

Position Overview:

Under the general guidance of the Senior Director of Substance Use Services, the Program Director is responsible for the overall administration of the 820 Residential program. The Program Director manages the day-to-day clinical and operational aspects of the program. The candidate for this position must have broad knowledge of program management principles, have a strategic mindset, as well as be able to lead and develop staff within the program. The program is a 24-hour, 7 day-a-week operation and therefore this position requires some availability as needed after hours and weekends and includes a periodic on-call commitment in rotation with other leadership team members. The schedule for this position is Mon-Fri 9:00 am- 5:00 pm, in addition to on-call responsibilities and crisis support as needed after hours.

Essential Duties & Responsibilities:

The essential duties of the Program Director include but are not limited to the following activities:

  • Supervises and monitors therapeutic environment to ensure that behavioral guidelines are followed, a therapeutic milieu is maintained, and interpersonal relationships remain positive.
  • Monitors quality, effectiveness and efficiency of program's clinical services and safety of environment of care.
  • Supervises department supervisors, including the Assistant Director and Nurse Manager, and manages program services, improves existing services and develops new initiatives to meet the needs of the clients served.
  • Provides clinical and administrative supervision to program staff.
  • Reviews budgets to monitor expenses.
  • Assists with oversight of participants' intakes and discharges.
  • Helps develop, implement and deploy agency policy and procedures.
  • Interviews, hires, and coordinates training for new staff.
  • Ensures a safe and secure environment of care.
  • Responsible for oversight of employee development and disciplinary action, in collaboration with department leads and the agency's HR team.
  • Communicates with the Assistant Building Manager and Assistant Director of Facilities to maintain the physical environment and coordinate follow-up on needed repairs.
  • Ensures clinical staff maintain accurate, complete and timely records that comply with OASAS regulatory standards and agency internal policies and procedures.
  • Ensures that all program staff uphold the agency's Code of Ethics and the NYS Justice Center Code of Conduct and comply with all Federal, state and local laws and regulations, including 42 CFR confidentiality and HIPAA privacy and security regulations.
  • Plans, develops, and conducts in-service training and staff meetings to maintain and improve staff competencies
  • Schedules BLS, naloxone and harm reduction trainings for staff as needed.
  • Schedules OASAS required trainings on RELIAS System.
  • Participates in internal Healthcare management/quality improvement committees, including incident reporting, fiscal and Program Evaluation and Quality Assurance (PEQA) meetings.


Qualifications:
  • Master's Degree and 5 years clinical experience in substance use services or another relevant field, two of which were in a supervisory capacity (LMSW/LCSW/LMHC/Master-level CASAC or equivalent).


  • Strong leadership and effective management skills.

  • Proficiency with Microsoft Office (Word, Excel, Power Point, Outlook). Bilingual (Spanish) a plus.
