Full Job Description
Program and Project Manager
The Opportunity:

Design, implement, and maintain strategic, multi-disciplinary IT programs in support of corporate strategy. Apply leading-edge principles, theories, and concepts, and contribute to the development of new principles and concepts. Work on unusually complex problems and provide highly innovative solutions. Operate with substantial latitude for unreviewed action or decision, and mentor or supervise employees in both company and technical competencies. Due to the nature of work performed within this facility, U.S. citizenship is required.

You Have:
  • Experience leading complex, enterprise-scale IT programs from initiation through planning, execution, transition, and closeout, and managing multiple concurrent projects, workstreams, and technical teams to ensure alignment with program objectives, scope, schedule, budget, and quality expectations
  • Experience developing and maintaining integrated program plans, roadmaps, schedules, milestones, dependencies, and delivery metrics
  • Experience serving as the primary interface between business stakeholders, technical teams, executive leadership, vendors, and external partners, and translating business and mission requirements into executable technical plans and measurable program outcomes
  • Experience identifying, assessing, and managing program risks, issues, dependencies, and opportunities, developing mitigation and corrective-action plans, and establishing program governance, reporting structures, decision-making processes, and escalation procedures
  • Experience monitoring program financial performance, including budgets, forecasts, resource utilization, and contract or vendor expenditures, and leading cross-functional teams spanning infrastructure, cloud, cybersecurity, applications, data, systems engineering, and IT operations
  • Experience with federal agency IT organizations and establishing governance processes
  • Ability to drive Agile or hybrid delivery methodologies based on program requirements and organizational standards, and facilitate executive-level program reviews, status meetings, technical reviews, and stakeholder briefings
  • Ability to obtain and maintain a Public Trust or Suitability/Fitness determination based on client requirements
  • Bachelor's degree
  • PMP Certification


Nice If You Have:
  • Experience transitioning-in on large IT contracts, driving resources and tasks to replace support on the incumbent's scope of work
  • Experience managing scope changes and ensuring appropriate impact assessments, approvals, documentation, and stakeholder communication
  • Experience managing third-party vendors, subcontractors, and technology partners to ensure delivery against contractual and performance commitments
  • Ability to present and develop dashboards, KPIs, and performance metrics to communicate program health, progress, risks, and outcomes

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $99,000.00 to $225,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen's total compensation package for employees. This posting will close within 90 days from the Posting Date.
