Tuvli, an Akima company, is hiring for a Program and Budget Senior Advisor to support our DoS client located in Washington, DC.

Responsibilities
  • The Program and Budget Senior Advisor will be working with budget/financial management and award management professionals responsible for strategic planning, budget formulation and execution, financial reporting and integrity, performance analysis, and award compliance and oversight for foreign assistance programs. The Program and Budget Senior Advisor serves as an analyst and advisor on resource allocation and alignment, execution risk, and portfolio performance across multiple countries, bureaus, and agencies across funding accounts/appropriations and implementing mechanisms.
  • In addition to the responsibilities above, the Program and Budget Senior Advisor needs to have proven experience in strategic coordination, program management, operational management, and executive support to a division and/or office. The Program and Budget Senior Advisor ensures seamless integration of division resource and surge capacity needs along with broader office priorities, managing cross-functional initiatives, and serves as a trusted advisor on organizational effectiveness.
  • This position will provide seniorlevel task coordination, quality control, surge capacity, and functional expertise across key budget, financial management, grants/contracts, and operational workflows. Ensures continuity of operations, timely response to taskings, improved staff support, and strengthened communication with senior leadership.
  • This position requires sophisticated analytical ability, strategic thinking, and the capacity to translate complex financial and programmatic data. The incumbent must balance competing priorities, manage stakeholder relationships across Washington offices and overseas posts, and ensure compliance with appropriations law, Department goals and policy, and congressional directives.
Qualifications
  • Minimum 10 years of progressively responsible experience in foreign assistance management, budget execution, and/or program management (grants, contracts, IAAs, etc.) with the Department of State, USAID, or comparable foreign assistance organization.
  • Bachelor's degree from an accredited institution
  • Active Secret security clearance
  • Specialized Experience: Candidates must demonstrate:
  • Foreign Assistance Expertise: Deep knowledge of foreign assistance accounts, appropriations, and implementing mechanisms
  • Supervisory Experience: At least 3 years supervising professional staff and/or leading teams working on projects, including performance management, team development, and workflow optimization. Demonstrated experience providing executive support, managing organizational operations, and serving as a trusted advisor to senior leadership
  • Budget and Financial Management: Proven ability to manage complex budgets, conduct pipeline analysis, identify execution risks, and recommend resource tradeoffs
  • Analytical and Strategic Thinking: Demonstrated capacity to synthesize financial, performance, and risk data into clear strategic recommendations
  • Stakeholder Management: Experience coordinating across multiple stakeholders including Washington offices, overseas posts, implementing partners, and interagency counterparts
  • Communication Skills: Exceptional written and oral communication skills; ability to translate complex technical information for diverse audiences including senior officials and Congress
  • Systems and Tools: Proficiency with budget and financial; intermediate/advanced Excel skills; experience with data visualization tools (Power BI, Tableau) preferred. Strong ability to independently review, edit, and improve executive documents

Desired Qualifications:

  • Experience with congressional notifications, appropriations law, and legislative analysis, 2 CFR 200 & 600, and/or other related regulations
  • Knowledge of Integrated Country Strategies (ICS), Joint Regional Strategies (JRS), and Department planning processes
  • Experience managing crisis or surge issues
  • Familiarity with monitoring, evaluation, and learning (MEL) frameworks
  • Professional certifications (e.g., CPA, CFA, PMP) are a plus
  • Familiarity with financial management, budget reconciliation, award monitoring, or related oversight responsibilities.
  • Experience supporting grants and contracts processes, monitoring requirements, or troubleshooting complex award issues.
