Summary

The incumbent is responsible for overseeing the SharePoint Online & Power Platform, such as SharePoint Online and Power Platforms, for developing solutions to meet departmental and organization requirements. The incumbent will assist teams in administering, configuring & developing technical solutions using tools such as SharePoint Online, Power Platforms and developing reports and dashboards for measurement of success. The incumbent serves as a technical advisor to CS leaders.

SPECIFIC DUTIES include:

  • Incumbent provides technical guidance while overseeing the Compensation Service (CS) digital footprint, including but not limited to SharePoint, Power Platform, and web services. Expands the ability to leverage technology to develop solutions to meet CS and agency requirements, ensuring solutions align to governance policy.
  • Incumbent maintains and executes applicable provisioning, configuration, and decommissioning policies and procedures for SharePoint Online solutions. Develops and customizes online solutions using SharePoint, Power Apps, Power Automate (formerly Flow), Power BI, and any other technology determined to meet the needs. Administers SharePoint Online site collections, including permissions management, content management, and site configuration. Collaborates with agency stakeholders to gather requirements and design innovative solutions that leverage SharePoint, the Power Platform, and additional technology, automating processes and improving efficiency. Provide expert advice to senior management, key stakeholders and organization staff on the Power Platform and other automation.
  • Incumbent manages the organization's Power Platform function, integrating workflows, forms with SharePoint Online, ServiceNow, and other business systems. Configures and maintains integration between SharePoint Online, Power Platform tools and other Office 365 applications, such as Teams and OneDrive. Troubleshoots and resolves technical issues related to SharePoint Online and the Power Platform, including but not limited to upgrades, migrations, and outages. Stays up to date with the latest trends, features, and best practices in SharePoint Online and the Power Platform.
  • Incumbent keeps abreast of technological developments to advise on alternative solution paths and maintains current technical expertise. Coordinates with other Digital Resources Management team members to ensure that there is adequate backup to meet organization's needs. Provides support for CS Internet/Intranet Web applications and/or Internet/Intranet web pages. Ensures the completion of maintenance, security updates and administrative work to keep Web-related servers operational.
  • Incumbent manages and monitors the performance, capacity, availability, serviceability, and recoverability of developed solutions to meet customer expectations and requirements. Designs data reporting and decision support tools to help measure and enhance CS efficiency and efficacy. Develops and uses national tools and knowledge products, including surveys, databases, reports, database applications, and tracking and monitoring systems. Performs analysis to validate data, ensuring the accuracy of information delivered. Designs or assists with procurement of data inputs, systems, and display formats to ensure that CS staff can quickly see trends and outcomes. Completes recurring reporting and monthly operation update reporting, determining the best modality to ensure understanding and effective use of the data presented.
  • Incumbent provides technical assistance, accurate evaluation, direct support, and summary reports to leadership in all matters relating to the application of planning systems and management systems to meet agency requirements. Ensures that accurate, appropriately concise, and timely information is available to management and policy officials.


Work Schedule: Full time, Monday through Friday, 8:00AM - 4:30PM.

Telework: This position is eligible for situational (ad hoc) telework only. The selectee is required to report to the official duty station each scheduled workday. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.

  • For a GS-13 position you must have served 52 weeks at the GS-12 level.


The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:

SPECIALIZED EXPERIENCE:
The applicant must document a minimum of 1 year experience independently designing, developing, configuring, and troubleshooting electronic tools and systems often used within the government space, such as SharePoint, Power Platform (Power Apps, Power Automate, Power BI), internet/intranet web development and/or SQL Database. This requires experience with, at a minimum, design, development, and maintenance/troubleshooting. Experience limited to observation, training, or team participation without direct individual ownership of design, development, or troubleshooting does not meet this requirement.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.

Physical Requirements: Work is primarily sedentary but involves the use of a personal computer so a degree of manual dexterity and visual acuity sufficient to utilize these tools is required. No special physical demands are required.
