Summary

A Clinical Resource Hub (CRH) is a repository of clinical and administrative staff that serves all Veterans Affairs facilities within a Veterans Integrated System Network (VISN). Staff within the CRH are expected to provide interprofessional services to VISN facilities that are underserved or experiencing gaps in clinicians due to the inability to match provider supply with demand. Services provided by CRH staff are conducted via multiple modalities, including virtual and in-person care.

  • Performs data mining and data analysis to identify qualitative and quantitative impacts on the service, utilizing analytic sources such as VHA Support Service Center (VSSC), Strategic Analytics for Improvement and Learning (SAIL), SHEP scores, Decision Support System (DSS), Pyramid Analytics, the Scheduling Packages in VISTA, Corporate Data Warehouse(CDW) and Structured Query Language
    (SQL), Power BI and other data mining and data analytics tools to support the service in which they are assigned.
  • Researches and analyzes Clinical Resource Hub data. Makes recommendations for improving data management processes based on their analysis of the data.
  • The incumbent develops and maintains a variety of databases and conducts statistical analyses and generates reports, including but not limited to:
    - Annual and ad hoc reports (Encounters, Orphans, Productivity, VERA, etc.).
    - Inspection preparation (e.g., The Joint Commission (TJC), OIG).
    - Weekly statistics and analysis concerning utilization and book ability metrics for the CRH.
    - Manages the service recovery aspect of V signals.
    - Develop/Maintain the Clinical Resource Hub quality/performance dashboard.
    - Data management, collection, correlation, and presentation (e.g., chart/graph/table preparation).
    - Data validation and management, trending reports, etc.
  • The incumbent will have a clear understanding of the elements of workload productivity, including Relative Value Units (RVUs) and Encounters, in order to provide management support in their mission of allocating staff resources appropriately and impacting their ability to provide meaningful appraisals of staff under their direction. The incumbent will develop, implement, coordinate, and maintain a tracking system for the analysis of productivity metrics.
  • Prepares and/or reviews reports involving trend analyses and ensures follow-up in program areas. Prepares and analyzes data and makes recommendations for improvement. Immediately address any discrepancies. Analyzes complex and critical data, recommends remedial action. Develops background and management options available to deal with complex system planning and implementation problems related to the Clinical Resource Hub, Quality Assurance Program, and regulatory reviews


Work Schedule: Monday-Friday 08:00-4:30

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/10/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS09 position you must have served 52 weeks at the GS07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: You will be rated on the following Competencies for this position: Experience with assisting the development and maintenance of a quality improvement and/or performance plan to include data collection and appraisal of effectiveness of clinical activity, as well as, analyzing and reporting findings to management; Experience with planning, organizing, and implementing projects to increase efficiency and effectiveness of clinical operations; Experience with coordinating with other institutions and agencies involved in data gathering to evaluate new initiatives and progress toward program goals; and experience planning, organizing, and directing a team of program staff to implement projects, research, and quality improvement efforts.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another. The incumbent works with a computer screen and keyboard. The employee will spend some time walking, standing, bending, climbing stairs, and carrying some light items. Stamina and concentration to meet crucial deadlines are necessary.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
