***Security Clearance Required: A Final DoD Top Secret Clearance***

This position does not provide a telework option. Candidate must be willing to work on-site in Patuxent River, MD.

Primary Responsibilities:

The candidate will function as a Program Analyst for an advanced research and development (R&D) program. The candidate will support the Infrastructure Project Manager (PM) with leading the development, management, and execution of a portfolio of military construction and renovation projects, including laboratories, office space, hangars, and fleet facilities meeting ICD-705 standards for Sensitive Compartmented Information Facility (SCIFs) and Special Access Program Facility (SAPFs).

The candidate will assist the Infrastructure PM with the development, routing, and management of documentation to support construction funding and execution, including Statements of Work (SOWs), concept requests, and master schedules. The Program Analyst will collaborate with all construction stakeholders, including NAVFAC execution agents, prime contractors, and internal program leadership, to ensure projects are executed on time, on budget, and successfully transition to the operational end-user.

Other responsibilities include (but are not limited to):

  • Providing support for program management execution. Working with program teams to develop program objectives, integrated roadmaps, detailed schedules, and program budgets. Supporting the development of acquisition and technical documentation. Analyzing manufacturer's proposals as permitted by law and regulations. Reviewing and reporting on contract status/execution.


  • Supporting program execution and recommending modifications to processes for future program activities. Working with the program management team to develop out-year planning and provide input to development and integration of requirements/capabilities. Providing management support at program office reviews.
  • Providing support in coordination and retaining data such as documents, schedules, database management, folder setup, and management of documentation to ease access, review, retrieval, transfer, archive, and filing of all task-related documentation/briefs.


Required Education: High School Diploma or GED.

Required Experience: Candidate must have at least four (4) years of program analyst experience.

Desired Experience:

  • Familiarity with DoD facilities documentation including DD 1391, concept requests, and construction security plans.
  • Experience working with NAVFAC or navigating DoD MILCON processes.
  • Familiarity with ICD-705 construction standards is highly desired.
  • Candidate should be proficient in all Microsoft Office (e.g., Outlook, Word, Excel, PowerPoint) and have experience with Adobe Acrobat and share point style file sharing systems.
  • Candidate should have demonstrated outstanding oral and written communication skills.
  • Candidate should have experience working in a dynamic, schedule constrained, and complex security environment. Special Access Program experience is a plus.


Allowable Experience/Education Substitutions: Experience cannot be substituted for education.

Security Clearance Required: A Final DoD Top Secret Clearance.

Estimated Travel: 10-20%

Location: On-site Patuxent River, MD. Telework is not offered.
