Duties

• You will exercise a high degree of originality and sound judgment to provide program planning, assessment, coordination and advisory services for a variety of complex interrelated issues.
• You will provide complex substantive management support services in key agency program areas for cost analysis, annual/multi-year/long range fiscal planning, or development of annual work-plan(s) to organizations.
• You will provide required budget data/input in the assigned program areas to the pertinent business managers in support of any actions to justify and defend all programs, plans, and budget.
• You will serve as recognized authority to design, lead, and/or conduct complicated management studies, surveys, reviews, and research projects that provide advisory services on issues.
• You will make decisions about how to proceed in planning, organizing and conducting studies are complicated by conflicting program goals and objectives from special interest groups.
• You will serve as a senior adviser, to provide guidance or advice to managers/staff experts concerning unusual or critical problems that impact the work of other analysts/senior scientists, support contractors, and/or other significant programs.
• You will be responsible for budget plans for many varied/diverse features of assigned program areas and will take into account the costs/risks associated with operations of extremely complicated services, equipment, software, or unique components.

• Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
• This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or NH-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing technical expertise in the platform systems development effort, such as platform systems control solutions that meet a variety of deployed platform's requirements.

This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15.

This position is part of the Navy Nuclear Deterrent Mission.
