Job Summary

This position is located in the Department of Buildings (DOB) The mission of the DOB is to protect the safety of residents, businesses, and visitors and advance the development of the built environment through permitting, inspections, and code enforcement. The incumbent is responsible for reviewing, accessing, and analyzing data and information concerning all operations of DOB as well as understanding all aspects of the operations and impact of DOB across all properties in the District of Columbia that are impacted by any DOB enforcement or rehabilitation activity to maximize the effectiveness and impact of DOB.

Duties and Responsibilities

Provides critical analysis and evaluations of actual or potential effectiveness of current and/or projected program activities related to DOB. Provides technical assistance in the design, development and implementation of improved program designs/operations for inspections, back-office analysis, or escalated enforcement support. Reviews and analyzes planning and operations activities of major program areas administered by the department, including residential inspections, vacant property inspections, other inspections, civil infractions, and other escalated enforcement.

Conducts management surveys, audits, projects, etc., and provides advisory services to operating or management officials including the Zoning Administrator. Based upon the assessments made, incumbent identifies actual or potential problem areas, trends, and/or areas of significant concerns within the strategic code enforcement and agency enforcement space. Develops, recommends and implements policies for corrective actions, necessary to remedy deficiencies in program areas to improve enforcement outcomes. Plans, develops and implements a system to collect and deliver data required for long-range planning, projections and operational evaluations, including developing and managing a comprehensive survey of the District's built environment to support enforcement operations.

Qualifications and Education

Specialized experience is work that has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, applicants must have at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.

Licenses and Certifications

Incumbent must possess and maintain a valid driver's license to drive a government vehicle to any place in the District for potential projects relating to specific properties.

The work is performed in an office setting.

Collective Bargaining Unit: This position is covered under a collective bargaining unit .

Position Designation: The position has been deemed security sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.

Residency Preference: When claiming residency preference, you are required, and must agree in writing, to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment. You will be required to present documents (proofs) to show District residency and failure to maintain bona-fide District residency for the seven-year (7-year) period will result in forfeiture of employment.
