Job Summary
This position is located in the Department of General Services (DGS). The Program Analyst specializes in HVAC and Facility Operations serves as a principal analyst overseeing the performance, cost-efficiency, and regulatory compliance of HVAC and climate-control assets across the organization's building portfolio. The scope is evaluative and analytical, involving the analysis of operational data, evaluation of the effectiveness of preventive maintenance frameworks initiatives, and ensuring the compliance with municipal clean air and energy mandates. The analyst translates mechanical, energy, and air-quality data into actionable maintenance policies, contract guidelines, and capital project justifications for senior executive leadership. Independently designs and executes studies to evaluate the productivity and cost-effectiveness of the department's HVAC operations (such as comparing reactive repairs against preventive maintenance schedules). The analyst also monitors utility trends, lifecycle costs, and replacement rates of boilers, chillers, and air handling units (AHUs), conducts comprehensive cost-benefit analyses for facility-wide equipment replacements.
Duties and Responsibilities
Provides critical analyses and evaluations of actual or potential effectiveness of current and/or projected program activities. Provides technical assistance in the design, development and implementation of improved program designs/operations. Reviews and analyzes planning and operations activities of major program areas administered by the department.
Conducts management surveys, audits, projects, etc., and provides advisory services to operating or management officials. Recommends the establishment of new and/or revised policies, procedures and other documentation, as the need arises, to more effectively meet the goals and objectives. Makes recommendations to get the program and operation in compliance. Reviews legislation and ensure that program(s) are in compliance. Conducts continuous review and analysis of current or proposed programs and related administrative and financial activities; determines, through comprehensive assessment, effective utilization of resources at program level; identifies program strengths and deficiencies; and recommends changes or corrective action relative to program design, policies, procedures, and operations.
Qualifications and Education
Specialized Experience: Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Work is usually performed in an office setting. Some fieldwork may be required.
