Job Summary
This position is located in the Department of Buildings (DOB), within the Office of Strategic Code Enforcement. The incumbent is responsible for conducting comprehensive evaluations of program activities; drafting and analyzing code proposals; coordinating stakeholder engagement; and supporting rulemaking, adoption, and implementation of construction codes and related standards. The incumbent ensures that proposed and adopted codes align with statutory authority, enforcement capabilities, operational realities, and DOB's strategic objectives for safety, resilience, accessibility, energy performance, and economic vitality.
Duties and Responsibilities
Provides critical analysis and evaluations of the effectiveness of current and proposed construction code program activities. Provides technical assistance in the design, development and implementation of improved program operations (e.g., permitting, plan review, inspections, compliance workflows) impacted by code changes. Reviews and analyzes planning and operations across major program areas administered by the department (permits, inspections, enforcement), identifying how code revisions affect processes, staffing, technology, and training. Conducts management surveys, audits, projects to assess code administration and enforcement performance, including consistency of interpretations, effectiveness of code updates, and adherence to rulemaking requirements. Based upon the assessments made, identifies problem areas, trends, and risk factors (e.g., recurring field issues, appeal outcomes, variance patterns); develops, recommends, and helps implement corrective policies or guidance (e.g., technical bulletins, SOPs, interpretations, and training).
Plans, develops and implements a system for obtaining and providing data required by the agency/department for long-range construction code planning (e.g., DC/International code council model code cycle tracking, local amendment inventories, impact modeling) evaluation of day-to-day operations. Develops cost analysis of projects, performs cost benefit or economic evaluations of current or projected program(s). Forecasts and estimates requirements, and prepares programmatic reports, justifications, charts, graphs, statistical and narrative data, etc. Participates in conceptualization, drafting, refinement, and implementation of construction code proposals, administrative rules, and guidance; prepares side-by-side comparisons and crosswalks to model codes and prior local editions. Recommends new or revised policies, procedures, and documentation to improve code program goals and objectives (e.g., interpretive policies, enforcement manuals, field guides). Reviews legislation, statutes, and rulemaking requirements; ensures code development processes and program operations comply with applicable federal, state, and local regulations, and conform to administrative procedures (notice, comment, hearings, effective dates).

Specialized experience is work that has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, applicants must have at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.
