Full Job Description
Job Summary

As a Product Operations Manager - Scrum, you will facilitate and coach multiple Agile teams, working closely with Product Managers, Engineering leads, and cross-functional stakeholders to remove impediments, protect team focus, and drive the consistent delivery of high-quality software. You'll go beyond running ceremonies for a single team - you'll standardize Scrum practices across teams, coach team members and Product Owners toward higher levels of agile maturity, and represent the voice of the team to leadership through clear, metrics-based reporting.

You will have the opportunity to work across multiple teams and, where the organization scales Agile through a framework like SAFe, help facilitate program-level events such as PI Planning and cross-team synchronization. You should be comfortable mentoring less experienced Scrum Masters, resolving cross-team dependencies and conflicts, and using modern AI-assisted tools to streamline reporting, backlog hygiene, and administrative overhead so the team can focus on delivering value.

Duties and Responsibilities

Scrum Facilitation & Team Coaching
  • Facilitate all core Scrum events - sprint planning, daily stand-ups, sprint review, and retrospective - ensuring they are timely, focused, and drive real inspection and adaptation.
  • Create a team environment that is open, non-judgmental, and trustworthy, while emphasizing problem-solving and self-organization.
  • Protect the team from outside interference and unnecessary pressure during a sprint, escalating and resolving impediments quickly.
  • Coach the team and Product Owner on Agile requirements, backlog creation, story slicing, and definition of ready/done to ensure a healthy, well-groomed backlog.
  • Assess the Scrum maturity of the team and organization, and coach the team to higher levels of maturity at a sustainable pace.

Multi-Team & Program-Level Facilitation
  • Facilitate or support program-level ceremonies such as PI Planning, Scrum of Scrums, or cross-team syncs in organizations running scaled frameworks (e.g., SAFe).
  • Coordinate across teams to identify, track, and resolve cross-team dependencies and conflicts before they block delivery.
  • Standardize Scrum practices and reporting across multiple teams to create consistency without stifling team-level autonomy.
  • Mentor and support less experienced Scrum Masters, sharing facilitation techniques, coaching approaches, and organizational context.

Metrics, Reporting & Continuous Improvement
  • Track and report team and program-level metrics (velocity, cycle time, predictability, defect rates) to give teams and leadership an honest, current view of progress.
  • Use agile project management and reporting tools (e.g., Jira, Confluence) - augmented with AI-assisted tools where available - to reduce manual reporting overhead and surface trends faster.
  • Drive continuous improvement initiatives that come out of retrospectives and Inspect & Adapt workshops, ensuring action items are tracked to completion.
  • Promote transparency by ensuring Scrum artifacts and dashboards are accurate, current, and visible to the whole organization.

Stakeholder & Organizational Leadership
  • Serve as the primary point of contact between the Scrum team, Product Management, engineering leadership, and other departments on process and delivery questions.
  • Communicate team progress, risks, and blockers clearly to stakeholders and senior leadership through regular, metrics-based updates.
  • Advocate for Agile values and principles across the organization, influencing without direct authority to drive adoption of better practices.
  • Partner with Product Management to ensure a healthy balance between new feature work, technical debt, and quality.
  • Perform other duties as assigned.

Education and Experience:
  • Bachelor's degree or equivalent work experience.
  • 5+ years of experience as a Scrum Master or in an Agile facilitation role, including experience supporting multiple teams simultaneously.
  • Certified ScrumMaster (CSM) or Professional Scrum Master (PSM I/II) required.
  • Advanced certification strongly preferred: Advanced Certified ScrumMaster (A-CSM), Certified Scrum Professional (CSP-SM), SAFe Scrum Master (SSM), or SAFe Advanced Scrum Master (SASM).
  • Demonstrated experience facilitating Scrum for complex, high-visibility projects or teams.
  • Experience in a scaled Agile environment (e.g., SAFe Agile Release Trains) strongly preferred.
  • Experience using AI-powered productivity tools (e.g., Microsoft Copilot, Claude, Rovo, or similar) to streamline reporting, documentation, and day-to-day facilitation work is a plus.
  • Experience in government technology at the state and local level highly preferred.

Knowledge, Skills and Abilities
  • Strong knowledge of Agile Scrum principles, practices, artifacts, ceremonies, and roles.
  • Proven ability to coach teams toward self-organization and higher levels of Agile maturity at a sustainable pace.
  • Demonstrated success facilitating and resolving cross-team dependencies and conflicts in multi-team or scaled Agile environments.
  • Excellent communication and facilitation skills, with the ability to keep meetings focused and drive real outcomes.
  • Ability to mentor and develop less experienced Scrum Masters.
  • Ability to influence without direct management authority, both within the team and with senior stakeholders.
  • Comfortable working with team and program-level metrics to tell an honest, data-informed story about delivery.
  • Experience using tools like Jira, Confluence, and Microsoft 365 Suite.
  • Ability to thrive in a fast-paced, evolving organizational environment.
  • Willingness to travel occasionally for team or program-level events.
