The Opportunity:
CACI seeks an experienced Product Management Transformation Specialist for a critical execution role supporting the United States Secret Service (USSS) contract within the Department of Homeland Security. This position enhances national security by driving hands-on execution and coordination of modern product management practices across the agency's OCIO product ecosystem.

You will support the agency's shift from traditional project management toward outcome-based, user-centered, iterative product delivery. Working with product owners, technical teams, and mission stakeholders, you'll execute product discovery, manage backlogs, coordinate delivery activities, and maintain visibility into product performance.

This role combines hands-on product management execution (user research, product artifacts, roadmaps, agile ceremonies) with coordination activities (coaching teams, supporting governance, tracking metrics, enabling continuous improvement) aligned with the 21st Century IDEA Act, OMB agile guidance, and agency IT modernization strategies.

Note: Primarily remote with possible regular onsite presence in Washington, D.C. Candidates within driving distance of D.C. encouraged to apply.

Responsibilities:
Product Management Execution & Delivery Support-
Support product discovery, user research, requirements development, backlog management, prioritization, and performance measurement
Develop and maintain product artifacts (user stories, requirements, KPIs, roadmaps, vision statements, acceptance criteria) ensuring measurable improvements to mission outcomes
Partner with UX/design, engineering, data, and cybersecurity leads to balance user value, technical feasibility, and compliance/security constraints
Manage product backlogs, coordinate agile planning cycles, sprint reviews, and retrospectives; facilitate collaboration across engineering, cybersecurity, infrastructure, and mission teams

Coordination, Governance & Program Management-
Coordinate product management initiatives, schedules, dependencies, risks, milestones, and deliverables ensuring disciplined execution
Support product governance, stakeholder engagement, and reporting while maintaining visibility into performance and delivery progress
Monitor delivery team health, velocity, and outcomes; identify issues and escalate risks as needed
Serve as liaison between technical teams, business owners, acquisition staff, and product leadership
Coordinate with Contracting Officer's Representative (COR) and Product Owner to clarify roles and avoid duplication

Metrics, Reporting & Performance Tracking-
Support definition and tracking of product success metrics (OKRs, KPIs, customer experience measures); establish dashboards and reporting mechanisms
Produce status reports, executive briefings, and transformation scorecards for agency leadership and oversight bodies
Maintain visibility into product performance, user adoption, satisfaction metrics, and delivery progress
Manage risks and issues; maintain and update Risk & Issue Register

Capability Building, Coaching & Training Support-

Coach government product owners, program managers, and IT staff in product management fundamentals, agile delivery, and user-centered design
Support design and delivery of training, workshops, and coaching programs
Contribute to communities of practice, playbooks, templates, and standard operating procedures
Mentor government staff, building internal capability to sustain the product management operating model

Change Management & Continuous Improvement-
Facilitate retrospectives and continuous improvement cycles; support post-launch reviews and lessons learned
Support execution of transformation change management plan including stakeholder engagement, communications, training, and adoption activities
Maintain Stakeholder Engagement Plans ensuring alignment with CIO leadership, division chiefs, mission operators, acquisition staff, and technical teams
Identify organizational, cultural, and procedural barriers; recommend mitigation strategies
Support adaptation of planning, funding, procurement, and oversight processes (PPBE, IT investment review, Agile/DevSecOps SDLC) to enable iterative delivery
Work with acquisition and contracting stakeholders to align statements of work, contract vehicles, and vendor oversight with agile/product delivery models
Ensure alignment with federal frameworks: 21st Century IDEA Act, Section 508, NIST/RMF security, and enterprise architecture standards
Support product lifecycle management and integration with enterprise architecture and cybersecurity standards throughout lifecycle

Product Governance & Operating Model Support-
Support establishment and maturation of product management practices, governance structures, lifecycle stages, and decision frameworks
Contribute to maturity assessment and design of target-state product management operating model
Support development of Product Management Framework & Playbook, Portfolio & Roadmap, Templates, Backlog & Prioritization Models, and User Research Documentation

Qualifications:
Required:

• Bachelor's degree + 10 years in product management, digital services delivery, or technology consulting (equivalencies: 16 years no degree, AA + 12 years, MA + 7 years)
• Minimum 3 6 years supporting federal government clients
• Ability to obtain Public Trust clearance
• Experience supporting organizational/digital transformation in federal, state, or large public-sector agencies
• Track record working with/coaching cross-functional agile product teams
• Deep knowledge of product management: vision/strategy, discovery, roadmapping, backlog management, outcome-based metrics
• Strong understanding of agile/lean frameworks (Scrum, Kanban, SAFe) and DevSecOps practices
• Familiarity with federal IT governance, acquisition processes, OMB guidance, IT investment reviews, and budget cycle (PPBE, CPIC)
• Working knowledge of human-centered design and user research
• Excellent facilitation, coaching, and stakeholder management skills
• Strong communication skills including status reports and executive briefings
• Core competencies: strategic thinking, stakeholder influence, adaptive delivery, servant leadership, data-informed decision-making, change resilience
  

Desired:

• Federal IT transformation experience (DHS, law enforcement, or national security agencies)
• Master's degree in business, public administration, computer science, human-centered design, or related field
• Certifications: CSPO, SAFe POPM, Pragmatic Marketing, SAFe SPC/SA, PMP, PgMP, Agile, Prosci Change Management, FAC-P/PM
• Enterprise architecture frameworks experience (TOGAF, Zachman)
• ServiceNow platform or IT service management portfolio experience
• Knowledge of Section 508, NIST/RMF, and federal compliance standards
• Training program development and capability-building experience
• Experience developing product artifacts, templates, playbooks, and standard operating procedures
