Job Summary:

Reporting to the Manager, IT Budget and Procurement, the successful candidate will be responsible for managing the end-to-end procurement lifecycle for institutional software, providing strategic sourcing, negotiation, and vendor management support to ensure effective and compliant acquisition of institutional software. This role acts as the subject matter expert for procurement within the department, coordinating purchasing activities, leading contract negotiations and renewals, and advising stakeholders on procurement strategies and licensing models. This role will also support financial planning and analysis, contribute to budgeting and forecasting activities, and ensure alignment with institutional policies, regulatory requirements, and best practices.

Responsibilities/accountabilities:
  • Software license negotiations and renewals for high-value/high-compliancy risk software applications
  • Provides stakeholders with recommended purchase, negotiation and licensing strategies
  • Negotiations and licensing for net new software applications
  • Review and negotiation of contracts on a university-wide basis for many types of products, services and arrangements.
  • Participation in external negotiation committees (e.g. Microsoft, OECM)
  • Build financial modeling and tracking for short and long-term software product financial requirements
  • Provides stakeholders with issue summaries and recommendations and works with IT Budget and Procurement Manager to devise and execute strategies
  • Review contracts on the request of faculties and departments and provide feedback on software license or financial risks
  • Serves as subject matter expert in contracts, software licensing and procurement, and providing report design expertise to team members
  • Ensure compliance in university's software usage and deployment practices. Strict attention to details is required

  • Proven ability to demonstrate complex legal and contractual information and financial data to a variety of internal contacts and external partners and vendors
  • Strong negotiating skills of vendor contracts, must understand pricing models and be able to negotiate effectively on behalf of university fiscal and compliance interests
  • Strong problem-solving skills. Demonstrated ability to solve the problem of a product or service that does not meet the legal, fiscal and contractual agreement by the university
  • Proven ability to manage multiple contracts and projects at one time. The ability to plan, delegate and evaluate progress toward goals is necessary for managing multiple goals

Required Education:
  • Completion of a Formal Post-Secondary/College/University Program of Three Academic Years
  • An equivalent combination of education and related experience may be considered
