About this Role

At QISG, we deliver complex EPC utility infrastructure projects, with a strong focus on transmission, distribution (T&D), and substations that power and connect communities.

 

We’re seeking a Mid-Level and Senior Level Procurement Specialists to lead end-to-end procurement and subcontracting for high-value engineering and construction projects. This role owns the full lifecycle—from RFP development and bid evaluation through negotiation, contract execution, expediting, and final delivery—ensuring materials and services align with schedule, scope, and budget across utility and substation builds.In Office (M–F): 15011 Katy Freeway, Houston, TX 77094

 

Up to 15% domestic travel to active project sites, providing direct field engagement and hands-on support for T&D and substation EPC execution.

What You'll Do
  • Lead end-to-end procurement and sourcing for EPC utility projects, supporting both pursuit and execution phases

  • Partner with Project and Procurement Managers to align sourcing strategies with project schedules, budgets, and risk profiles

  • Develop bidder lists, manage prequalification, and ensure commercial, MBE/WBE, and corporate compliance requirements are met

  • Prepare and issue RFPs, evaluate bids, lead negotiations, and recommend contract awards

  • Coordinate technical evaluations with engineering teams and ensure proper contract flow-down of client and project requirements

  • Draft, negotiate, and execute supplier and subcontract agreements in accordance with internal and client standards

  • Manage supplier performance, mitigate procurement risks, and maintain accurate status reporting

  • Support materials management by resolving delivery, shortage, and damage issues to protect project schedules

What You'll Bring
  • 7+ years of end-to-end procurement experience spanning engineering to construction for large infrastructure projects

  • Expertise managing RFPs, bid evaluations, contract negotiations, and material logistics for complex, high-value capital projects

  • Hands-on experience with supplier prequalification, submittals, expediting, and delivery coordination throughout engineering and construction phases

  • Bachelor’s degree in Supply Chain, Business, Finance, Logistics, or related field

  • Strong commercial acumen, negotiation skills, and meticulous attention to contractual detail

  • Clear communicator, able to work independently and collaborate across cross-functional EPC project teams

  • Preferred: Established vendor/subcontractor network in infrastructure markets

  • Willing to travel up to 15% to support project execution and field operation
