Standard Job DescriptionSources, negotiates and purchases machinery, equipment, tools, raw material, packaging materials, parts, services, and/or supplies necessary for operation of an organization. Compiles and analyzes statistical data to determine feasibility of buying products and to establish price objectives. Monitors performance of suppliers. Compiles information to keep informed on price trends and manufacturing processes. Evaluates areas of opportunity to leverage material acquisitions. Tracks data to keep informed on price trends and manufacturing processes. Negotiates with suppliers and analyzes suppliers' operations to determine factors that affect prices and to determine lowest cost consistent with quality, reliability, and ability to meet required schedules. Reviews proposals, negotiates prices, selects or recommends suppliers, analyzes trends, follows up orders placed, verifies delivery, approves payment, and maintains necessary records. May prepare request for proposals (RFP) and bid packages.
Core ResponsibilitiesProcure specialized parts for sub-contracts supporting development, production, and global sustainment programs.
Prepare bid packages and
lead bidders' conferences to solicit qualified proposals.
Analyze, evaluate, and negotiate subcontract proposals, ensuring compliance with FAR/DFARS and applicable export-control regulations.
Select or recommend subcontractors and build complete subcontract packages for internal review.
Prepare award documents and
administer resulting sub-contracts, including contract modifications, additions, and deletions.
Execute supplier agreements and purchase orders within established authority limits.
Manage a high-volume commodity (e.g., electronic components) that requires market research and innovative sourcing strategies.
Collaborate with engineering, program management, and legal teams to align procurement actions with program schedules and technical requirements.
Basic QualificationsQualifications3-5 years of procurement experience in aerospace/defense or a comparable high-tech environment.
Proven ability to manage 60; $10 M annual spend and process 60; 150 subcontract actions per year.
Strong analytical, negotiation, and written communication skills.Knowledge of FAR/DFARS, ITAR/EAR, and other applicable government procurement regulations.
Ability to work autonomously in a fast-paced, global supply-chain environment.
Desired SkillsThe position will be responsible for the management of supplier cost, schedule and technical performance on moderate-to-high-risk, performance specification, commercial and build-to-print subcontracts for DOD programs for specific and miscellaneous electrical hardware.
